Title: Accountant

Reports to: Finance Officer

Duration: 6 Months (renewable)

Duty Station: Khan Younis – Gaza Strip

Type of Contract: Full-time, temporary (renewable)

ORGANISATIONAL CONTEXT

Palestinian Environmental Friends (PEF) is a leading non-profit organization established in 1998 by a group of Palestinian experts committed to environmental and natural resource issues. Guided by the values of creativity, dignity, and transparency, PEF strives to ensure a green and healthy environment for present and future generations.

Operating across the Gaza Strip, PEF addresses key areas such as climate change, green practices, water and wastewater management, solid waste management, food security and livelihoods, shelter, education, public health, infrastructure development, and capacity-building initiatives. Additionally, PEF conducts community awareness campaigns to promote environmental sustainability. Through its efforts, PEF contributes to environmental and cultural preservation, supports the sustainable use of local resources, and strengthens the connection between Palestinian communities and global environmental and development goals.

JOB PURPOSE

The Accountant is responsible for managing and executing daily financial operations to ensure that all financial transactions are accurately recorded and compliant with internal policies, donor requirements, and national regulations. The role supports sound financial management, timely reporting, payroll processing, tax compliance, and audit preparation.

The Accountant works under the supervision of the Finance Officer and collaborates closely with project teams, procurement, HR, and external stakeholders to ensure transparent, efficient, and compliant financial operations across PEF programs.

III. MAIN RESPONSIBILITIES

General Responsibilities

  1. Represents PEF professionally and adheres to the organization’s financial policies, ethical standards, and internal control procedures.
  2. Ensures compliance with PEF financial regulations, donor guidelines, and national financial and tax laws.
  3. Maintains confidentiality, integrity, and accuracy of financial information and documentation.
  4. Ensures proper authorization and documentation of all financial transactions.
  5. Maintains organized and up-to-date financial records and archives (electronic and hard copy).
  6. Identifies discrepancies or financial risks and reports them to the Finance and Administrative Manager.
  7. Collaborates with project, HR, and procurement teams to ensure alignment between financial and operational processes.

Financial Operations & Accounting (70%)

  1. Records, reviews, and reconciles journal entries, accounts payable, and accounts receivable in the accounting system.
  2. Prepares and processes payments, bank transfers, receipts, deposits, and petty cash transactions.
  3. Maintains and updates the general ledger and ensures financial data accuracy.
  4. Conducts monthly bank and cash reconciliations and resolves discrepancies promptly.
  5. Supports month-end and year-end closing procedures and ensures completeness of financial records.
  6. Prepares periodic internal financial reports, including budget versus actual expenditure analysis.
  7. Monitors project expenditures and alerts management to significant variances or budget deviations.
  8. Supports preparation of cash flow forecasts and financial planning activities.
  9. Prepares and processes monthly payroll in coordination with HR, ensuring accuracy of salaries, deductions, allowances, and benefits.
  10. Ensures timely payment of consultants, trainers, suppliers, and service providers.
  11. Maintains and updates the fixed asset register and supports asset tracking and verification.
  12. Prepares required tax documentation and ensures compliance with income tax and social security regulations.

Program Quality & Donor Compliance (25%)

  1. Ensures financial documentation complies with donor requirements and audit standards.
  2. Supports preparation of financial reports for donor submission in coordination with the Finance Manager.
  3. Prepares and organizes supporting documentation for internal and external audits.
  4. Supports the implementation of corrective actions related to audit findings.
  5. Reviews procurement-related financial documents prior to payment to ensure compliance with internal controls.
  6. Contributes to strengthening financial systems, compliance mechanisms, and risk mitigation practices.
  7. Stays informed of updates in donor financial regulations and national laws affecting financial management.

Other (5%)

  1. Performs any additional financial tasks assigned by the Finance and Administrative Manager.
  2. May occasionally be required to work on weekends or public holidays, for which compensatory time off will be provided in accordance with PEF policies.

JOB REQUIREMENTS

Educational Qualifications

  • Minimum: Bachelor’s degree in Accounting, Finance, or a related field.
  • Preferred: Professional accounting training or certification is an asset.

Practical Experience

  • Minimum 3 years of relevant professional experience in accounting roles.
  • Experience working with NGOs or donor-funded projects is preferred.
  • Experience using accounting software (e.g., Al-Aseel App or similar systems).

Skills & Competencies

  • Strong understanding of accounting principles, financial reporting, and donor compliance.
  • Proficiency in accounting software and MS Excel.
  • Familiarity with payroll, tax, and procurement-related financial procedures.
  • High attention to detail and strong documentation skills.
  • Ability to work under pressure and meet deadlines.
  • Strong organizational and analytical skills.
  • Ability to maintain confidentiality and handle sensitive information.

Language Requirements

  • Fluency in Arabic (written and oral).
  • Good command of English (written and oral).

Compensation & Benefits

  • The monthly salary for this position ranges between 1,000 USD and 1,400 USD, based on qualifications and experience.
