Responsibilities
1. Position Purpose
The Finance Manager is responsible for the overall financial management, accounting operations, payroll administration, and financial compliance of Jouri Research and Consulting. The role ensures accurate financial reporting, effective cash flow management, financial control of field operations, and strategic financial support for commercial growth, including proposal budgeting and tender submissions. The Finance Manager oversees the use of the QuickBox financial system to ensure accurate accounting records, payroll processing, invoicing, financial tracking, and reporting.
2. Key Responsibilities
A. Financial Management 1.Accounting
1. Maintain accurate and up-to-date accounting records in QuickBox.
2. Oversee general ledger management, journal entries, reconciliations, and month-end/year-end closing.
3. Prepare monthly, quarterly, and annual financial statements.
4. Manage accounts payable and accounts receivable processes.
5. Conduct bank, cash, and ledger reconciliations regularly.
6. Monitor company cash flow and liquidity planning.
7. Ensure compliance with tax laws and financial regulations.
8. Coordinate external audits and provide required documentation.
B. QuickBox Financial System Management
1. Ensure accurate and timely financial data entry into QuickBox.
2. Maintain and update the chart of accounts.
3. Generate financial, payroll, and management reports.
4. Ensure system integrity, data accuracy, and internal controls.
5. Train relevant staff on financial documentation standards.
C. Payroll Management
1. Manage monthly payroll processing through QuickBox.
2. Ensure accurate calculation of salaries, benefits, deductions, and statutory contributions.
3. Ensure timely payment of taxes and social security obligations.
4. Maintain confidential payroll records.
5. Reconcile payroll accounts monthly.
D. Invoicing and Payment Tracking
1. Prepare and issue client invoices in accordance with contracts and deliverables.
2. Track receivables and follow up on outstanding payments.
3. Maintain an updated payment tracking system.
4. Coordinate with project managers to verify deliverables prior to invoicing.
5. Ensure proper documentation for revenue recognition.
E. Budgeting and Financial Planning
1. Develop and maintain the company master budget.
2. Track budget performance and conduct variance analysis.
3. Update and monitor financial targets and revenue projections.
4. Prepare financial performance reports for management.
5. Provide financial forecasts and scenario analyses.
F. Commercial & Proposal Support
1. Lead budget development for commercial proposals in response to ToRs and tenders.
2. Prepare detailed financial and cost proposals aligned with technical submissions.
3. Conduct cost analysis, pricing strategy development, and margin calculations.
4. Ensure financial compliance with tender requirements.
5. Maintain a cost database for operational and project expenses.
6. Support contract negotiations from a financial perspective.
G. Financial Control of Field Operations
1. Develop and implement financial controls for field expenses.
2. Review and approve field expense reports and supporting documentation.
3. Ensure compliance with approved project budgets.
4. Monitor advances, settlements, and reconciliations.
5. Ensure proper documentation and audit trail for field transactions.
H. Internal Controls and Compliance
1. Develop and maintain strong internal financial control systems.
2. Ensure segregation of duties and approval workflows.
3. Establish financial policies and procedures.
4. Identify financial risks and implement mitigation measures.
5. Ensure compliance with company policies and legal requirements.
Qualifications
3. Qualifications
Education:
Bachelors degree in Accounting, Finance, or related field (Masters preferred).
Professional certification (CPA, ACCA, CMA, or equivalent) is an asset.
Experience:
Minimum 6 years of progressive experience in financial management in the private sector.
Proven experience using QuickBox financial system.
Demonstrated experience in payroll management and statutory compliance.
Experience in commercial budgeting and tender proposal development.
Experience managing project-based or field-based financial operations.
