*Position Title: Part-Time Contractual Financial Accountant

Contract Type: Part-Time Consultancy / Service Contract

Contract Duration: One-year renewable contract, subject to organizational needs, performance, and funding availability.

Position Purpose

The Part-Time Contractual Financial Accountant will handle the financial management functions of Proud Lebanon. The position holder will ensure compliance with donor requirements, organizational policies, accounting standards, and Lebanese legal and fiscal regulations. The Financial Accountant will work closely with management, program teams, procurement, human resources, and external auditors to maintain accurate financial records and support sound financial decision-making.

Key Responsibilities

Financial Management and Accounting

  • Maintain accurate and up-to-date accounting records for all organizational transactions.
  • Record, classify, and reconcile financial transactions in accordance with accounting standards and organizational procedures.
  • Prepare monthly, quarterly, and annual financial statements and reports.
  • Conduct regular bank, cash, and account reconciliations.
  • Monitor cash flow and support effective financial planning.

Budget Monitoring and Financial Reporting

  • Monitor project expenditures against approved budgets and donor agreements.
  • Support budget preparation, revisions, and forecasting exercises.
  • Prepare financial reports for donors and management as required.
  • Identify and report budget variances and support corrective actions when necessary.
  • Support proposal development through the preparation of project budgets and financial projections.

Compliance and Internal Controls

  • Ensure compliance with donor regulations, financial procedures, and organizational policies.
  • Support the implementation and strengthening of internal financial controls.
  • Ensure all financial documentation is complete, properly authorized, and archived.
  • Maintain organized financial records and supporting documentation for audits and donor reviews.
  • Ensure compliance with Lebanese tax and financial regulations.

Audit and Financial Review

  • Coordinate and support external and internal audit processes.
  • Prepare audit schedules and provide required documentation.
  • Follow up on audit recommendations and support the implementation of corrective measures.

Organizational Support

  • Provide financial guidance and support to programmatic, procurement, administrative, and management teams.
  • Support emergency response operations and rapid financial reporting when required.
  • Contribute to strengthening organizational financial systems and procedures.
  • Perform any other finance-related tasks assigned by management that are consistent with the scope of the position.

Qualifications and Experience

Education

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field.
  • Professional accounting certifications (CPA, ACCA, CMA, DipIFR, or equivalent) are considered an asset.

Experience

  • Minimum of two (2) years of relevant professional experience in accounting, finance, auditing, or financial management.
  • Demonstrated experience in donor compliance, budget monitoring, and financial reporting.

Skills and Competencies

  • Strong knowledge of accounting principles and financial management practices.
  • Familiarity with Lebanese tax and financial regulations.
  • Excellent analytical and problem-solving skills.
  • Strong attention to detail and accuracy.
  • Advanced proficiency in Microsoft Excel and accounting software.
  • Ability to work independently and manage multiple priorities.
  • Excellent organizational and communication skills.
  • Strong commitment to confidentiality, ethics, and professional integrity.

Organizational Policies, Ethics, and Compliance

The selected consultant will be required to fully comply with Proud Lebanon's internal regulations, policies, procedures, and ethical standards throughout the duration of the assignment. This includes adherence to, but is not limited to, the Financial Management Policy, Anti-Corruption and Anti-Fraud Policy, Procurement, Purchasing and Logistics Policy, Human Resources Policy, Code of Conduct for Staff and Board Members, Conflict of Interest Policy, Confidentiality Policy, Speak Up Policy, Child Safeguarding Policy, Protection from Sexual Exploitation and Abuse (PSEA) Policy, Commitment to Accountability to Affected Populations (AAP), Complaint Handling Mechanism, SOGIESC Policy, Disability Inclusion Policy, Organizational Bylaws and Governance Framework, Data Protection and Information Security Procedures, the Do No Harm Principle, and any other policies, procedures, or guidance documents adopted by Proud Lebanon during the period of engagement.

The selected consultant will be expected to review, understand, and comply with these policies prior to commencing duties and throughout the duration of the assignment. Any violation of these policies may result in disciplinary measures, including the immediate termination of the contractual agreement.
