Palestinian Housing Council (PHC) – Gaza Strip:
The Palestinian Housing Council (PHC) is a national non-governmental organization established in 1991, working to improve housing conditions and support sustainable urban and humanitarian development in Palestine. PHC implements a wide range of humanitarian and early recovery interventions across the Gaza Strip, including emergency shelter, site management, housing rehabilitation, non-food item (NFI) distributions, urban recovery, HLP support, rubble removal, temporary shelter interventions, and community-based resilience projects in partnership with international donors and humanitarian actors.
PHC is seeking qualified candidates for the position of Accountant to support the financial management and implementation of current and future humanitarian and recovery projects in the Gaza Strip.
Please note that this position is subject to funding availability and the signing of project agreements with donors.
Duty Station: Gaza Strip
Contract Type: Full-Time Contract (Subject to Funding)
Duration: According to project duration and donor agreements.
Main Responsibilities:
- Implement daily financial and accounting transactions related to projects, including journal entries, payment vouchers, receipt vouchers, and financial settlements.
- Follow up on project budgets and expenditures to ensure compliance with approved budget lines, donor requirements, and financial procedures.
- Prepare monthly, periodic, and final financial reports in coordination with the Finance Department and in line with organizational and donor requirements.
- Review invoices, financial documents, and supporting records to ensure completeness, accuracy, and compliance before processing payments.
- Follow up on staff advances, field activity advances, and financial settlements within the approved timeframes.
- Support payroll preparation and follow up on financial entitlements related to project staff when needed.
- Monitor payments related to suppliers, contractors, and service providers, ensuring consistency with contracts, procurement documents, and approved procedures.
- Conduct periodic bank reconciliations and follow up on project-related financial transactions and account balances.
- Organize and archive financial documents and records in both physical and electronic formats to ensure proper documentation and audit readiness.
- Coordinate with procurement, logistics, HR, administration, and project teams to ensure completion of financial and administrative procedures related to project implementation.
- Support cash flow planning, financial forecasting, budget tracking, and expenditure monitoring for assigned projects.
- Ensure compliance with PHC financial policies, internal control procedures, donor regulations, and audit requirements.
- Support internal and external audit processes by preparing the required financial documents and responding to audit observations when needed.
- Contribute to improving financial tools, accounting records, and financial tracking systems to enhance efficiency and accountability.
- Perform any other finance- or accounting-related duties assigned within the scope of work and projects.

Qualifications and Experience:
- Bachelor’s degree in Accounting, Finance, or any related field from a recognized university.
- Minimum of 3 years of professional experience in accounting and financial management, preferably within humanitarian, development, or donor-funded projects.
- Good knowledge of donor financial procedures, financial reporting requirements, and audit processes.
- Strong proficiency in accounting systems (ERP or similar financial systems) and advanced Microsoft Excel skills.
- Strong financial reporting, budgeting, analytical, and numerical skills with high attention to detail.
- Ability to work under pressure, manage multiple tasks, and meet deadlines in challenging operational environments.
- Good organizational, communication, coordination, and teamwork skills.
- Good command of Arabic and English is preferred.
Preferred Skills:
- Previous experience in humanitarian response, shelter, reconstruction, or site management projects.
- Familiarity with NGO accounting systems and donor compliance procedures.
- Advanced Excel skills, including formulas, pivot tables, and financial tracking tools.
- Experience working with multidisciplinary teams and field-based project operations.
