Responsibilities

The expert selected to fulfil the Accountability focal point role will be responsible for implementing community feedback and accountability mechanisms, supporting complaint and response systems, promoting beneficiary participation and ensuring compliance with humanitarian accountability and PSEA standards throughout the project cycle. to ensure active implementation of the proper steps for the internal and external referrals through all needed platforms including RIMS.

Job Profile

• A university degree in social sciences, humanitarian studies, international development, law, public administration, psychology, or a related field obtained at least one year ago, or a higher technical diploma in a relevant field with a minimum of three years of experience.
• At least two years of experience in accountability, community engagement, protection, safeguarding or project support roles within NGOs.
• Experience managing feedback and complaint mechanisms.
• Experience and familiarity with the referral mechanisms and platforms such RAIS , RIMS , and the IRF (interagency referral form).
• Knowledge of humanitarian accountability standards and safeguarding principles.
• Native Arabic speaker with good knowledge of English (spoken and written).
• Strong communication, facilitation and interpersonal skills.
• Ability to maintain confidentiality and handle sensitive information appropriately.
• Good IT skills, particularly in Excel, Word and Kobo.
• Commitment to the mission and values of MS and ARCS.

Preferred Requirements

• Experience in emergency response programmes.
• Experience with PSEA and safeguarding mechanisms.
• Experience working with vulnerable groups including women, children, older persons and persons with disabilities.
• Knowledge of referral pathways and protection services in Lebanon.

Objectives of the Role

• Establish and manage community feedback and complaint response mechanisms.
• Ensure beneficiaries are informed about project activities, selection criteria and available complaint channels.
• Apply internal and external referrals process through the proper channels and platforms.
• report and share feedback on the referral process and status. 
• collect and share information on available services as per the project and beneficiaries needs. 
• Receive, document, classify and follow up complaints, feedback and suggestions from beneficiaries and stakeholders.
• Ensure timely referral of sensitive complaints according to safeguarding and PSEA procedures.
• Support the implementation of beneficiary satisfaction surveys and accountability assessments.
• Promote meaningful participation of affected communities in project implementation and monitoring.
• Coordinate with project staff to ensure complaints are addressed and corrective actions are implemented.
• Maintain confidential accountability databases and records.
• Support awareness sessions on accountability, protection principles and PSEA.
• Contribute to project reports by providing accountability and community feedback analysis.
• Support the identification and referral of vulnerable cases in coordination with the Social Worker and service providers.
• Ensure compliance with Core Humanitarian Standard (CHS) commitments and organizational accountability frameworks.
• Carry out any other tasks assigned by the Project Manager.
