The Position

The Accountability to Affected Populations (AAP) Officer supports the integration of accountability principles across Beit el Baraka programs and projects. Under the direct supervision of the MEAL Coordinator, the AAP Officer supports community engagement activities, feedback and complaints mechanisms, information sharing, and data collection to ensure that vulnerable individuals and communities are informed, heard, and able to provide feedback on the assistance they receive.

 

Essential Responsibilities 

AAP Strategy, Planning and Coordination

  • Support the implementation and continuous improvement of Beit el Baraka's Accountability to Affected Populations (AAP) framework under the guidance of the MEAL Coordinator.
  • Contribute to the development of AAP activity plans and support their implementation in coordination with the MEAL Coordinator and Program teams.
  • Coordinate with Program and field teams to support the integration of AAP principles throughout the project lifecycle.
  • Support the delivery of community engagement activities that are inclusive, accessible, culturally appropriate, and responsive to the needs of vulnerable individuals and communities.

Community Engagement and Awareness

  • Conduct regular community awareness and information sessions across Beit el Baraka's programs.
  • Support the provision of clear, accurate, and timely information to affected populations regarding:
    • Program objectives and activities.
    • Eligibility and selection criteria.
    • Beneficiary rights and responsibilities.
    • Available services and assistance.
    • Feedback and complaints mechanisms.
    • Safeguarding and data protection principles.
  • Promote transparency, participation, and informed decision-making among communities.
  • Adapt communication methods and materials to meet the needs of diverse audiences.

Feedback and Complaints Management

  • Receive, document, classify, monitor, and follow up on feedback and complaints in a timely, confidential, and respectful manner, in accordance with organizational procedures.
  • Coordinate the referral of sensitive cases through appropriate safeguarding or other referral pathways.
  • Track community feedback trends and share observations and recommendations with the MEAL Coordinator and relevant teams.

Monitoring, Compliance and Quality Assurance

  • Support the MEAL Coordinator in monitoring the implementation of AAP commitments across all programs.
  • Conduct field visits and support monitoring activities related to accountability standards.
  • Support adherence to organizational commitments related to:
  • Accountability to Affected Populations (AAP) commitments.
  • Safeguarding policies.
  • Data protection and confidentiality standards.
  • Do No Harm principles.
  • Identify gaps and share findings with the MEAL Coordinator and relevant teams to support corrective actions and program improvements.

 

Capacity Building

  • Deliver training, orientation sessions, and ongoing coaching to staff, volunteers, enumerators, and partners on AAP principles and organizational accountability standards.
  • Promote awareness of community engagement, communication, complaints handling and confidentiality among relevant teams.
  • Develop and update AAP guidance materials, awareness tools, and communication resources.

Reporting and Learning

  • Compile regular AAP updates for review by the MEAL Coordinator, including information on community engagement activities, feedback trends, complaints management, achievements, and challenges.
  • Maintain accurate documentation of AAP activities and accountability records.
  • Support donor reporting by providing accountability-related data and analysis.
  • Document lessons learned and share observations to support improvements in accountability practices.

Coordination and Representation

  • Coordinate with relevant departments to support consistent implementation of accountability standards.
  • Participate in internal planning meetings, technical working groups, and coordination forums when delegated.
  • Participate in external AAP and community engagement coordination meetings when requested and accompanied or guided by the MEAL Coordinator.
  • Maintain positive relationships with communities and support engagement with relevant stakeholders as required.

Other Responsibilities

  • Promote accountability, transparency, participation, inclusion, and ethical conduct throughout Beit el Baraka's operations.
  • Support the integration of accountability principles within assigned programs and activities.
  • Uphold Beit el Baraka's Code of Conduct, Safeguarding Policy, and organizational values at all times.

Supervisory Responsibility: None

Accountability

Reports Directly To: MEAL Coordinator

Works Directly With: Program Teams, MEAL Team, Safeguarding Focal Point, HR, Procurement, Finance, Field Teams, Volunteers, and Enumerators.

Minimum Qualification & Transferable Skills

  • Bachelor's degree in Social Sciences, Public Administration, Social Work, Humanitarian Studies, or another relevant field.
  • Minimum two years of professional experience in humanitarian or development programs, preferably in AAP, community engagement, MEAL, or related fields.
  • Strong understanding of humanitarian principles, Core Humanitarian Standard (CHS), Accountability to Affected Populations (AAP), safeguarding and data protection.
  • Demonstrated experience supporting community engagement activities and feedback and complaints response mechanisms.
  • Excellent facilitation, communication, interpersonal, and conflict resolution skills.
  • Strong analytical, organizational, and report-writing skills.
  • Ability to build trust and work effectively with diverse communities and stakeholders.
  • Fluency in Arabic and English, both written and spoken.
  • Willingness to travel regularly to Beit el Baraka's operational areas.

Success Factors

A successful AAP Officer demonstrates integrity, empathy, professionalism, and strong communication skills while supporting effective accountability systems and community engagement activities. The role requires the ability to communicate effectively with communities, collect and manage feedback responsibly, and contribute to continuous improvement of programs.

 

Living Conditions / Environmental Conditions

The position is based in Beirut, Lebanon, and requires up to 40% local field movements to various regions of the country, including potential travel to insecure locations where freedom of movement may be limited and amenities may be restricted.
