The Government of Dubai Legal Affairs Department (the “Department”) is seeking to attract qualified and experienced professionals in the field of finance and administrative affairs to join the Finance and Administrative Affairs Section and contribute to the effective execution of its responsibilities and functions, in accordance with the Department’s approved policies, regulations, and procedures.
Job Purpose:
The Assistant Head of Finance and Administrative Affairs Section is responsible for supporting the Head of Section in planning and overseeing the implementation of financial and accounting functions, contributing to the preparation and execution of the budget, managing revenues and expenditures, and monitoring financial procedures in accordance with approved legislation, policies, and systems to ensure the integrity of financial operations and the efficient utilization of resources.
The role also involves coordinating and liaising with relevant government entities regarding budgets, financial appropriations, accounting treatments, financial reports, inquiries, and official correspondence, ensuring compliance with government requirements and the highest standards of governance and accountability.
Key Duties and Responsibilities:
·Contribute to the preparation and implementation of the operational plan of the Finance and Administrative Affairs Section and monitor the execution of related initiatives.
·Support the Head of Section in preparing the Department’s annual budget, monitoring its implementation, analyzing variances, and submitting recommendations for improvement.
·Oversee the preparation of periodic and analytical financial reports and submit them to senior management.
·Monitor accounting operations and ensure the accuracy of accounting entries, reconciliations, and the preparation of final accounts in accordance with approved regulations and systems.
·Monitor revenues and ensure their collection and transfer in accordance with approved procedures, while coordinating with relevant government entities.
·Follow up on all financial and accounting procedures with relevant government entities, maintaining continuous coordination regarding advances, reconciliations, inventory counts, financial reports, and responses to financial inquiries.
·Coordinate with the Department of Finance on budget preparation, appropriations, amendments, responses to observations and inquiries, and the implementation of government financial requirements.
·Review and approve financial studies related to projects, initiatives, and contracts, and prepare recommendations for management.
·Monitor payroll preparation, financial entitlements, and rewards, and ensure the accuracy and compliance of payment procedures.
·Oversee the implementation of financial controls and ensure compliance with approved financial laws, policies, and procedures.
·Support internal and external audit activities and regulatory bodies by providing required information and documentation and following up on the implementation of audit recommendations.
·Participate in the development of financial policies, procedures, digital transformation initiatives, and financial systems to improve operational efficiency.
·Monitor the Section’s performance indicators and risk management activities and prepare periodic reports on performance results and improvement plans.
·Oversee the development of staff capabilities, provide technical support and ongoing guidance, and promote a work environment based on quality and excellence.
·Prepare periodic reports for senior management on the Section’s performance, the progress of initiatives, challenges, and recommendations.
·Perform any other duties assigned by the Director of the Support Services Department or the Director General.
Main Administrative Duties and Responsibilities:
·Using Tawqeet for the purposes of registering all assignments completed daily according to the applicable rules.
·Preparing a weekly report on all cases assigned to the employee and the actions taken in respect of such cases as per the instructions issued in this regard.
·Complying with all work procedures applicable at the Department concerning the Cases Management System (Tawtheeq).
·Complying with the information security policies approved by the Department.
·Complying with all circulars issued by the Department concerning attendance to ensure that the tasks assigned to the employee are completed in a timely manner and as per the required quality and efficiency.
Academic Qualifications and Years of Experience:
·Bachelor’s degree in Accounting, Finance, or a related field. Professional certifications such as CPA, ACCA, or CMA are preferred.
·Minimum of 10 years of professional experience in accounting or financial management, including relevant supervisory experience.
·Experience in government budget preparation and financial reporting.
·Experience in dealing with government entities.
·Knowledge of government financial systems and Government Resource Planning (GRP) systems.
·Practical experience in coordinating with regulatory and external audit bodies. Experience with the Financial Audit Authority, managing financial statement audits, and closing audit observations is preferred.
