Context
Expertise France is France’s public agency and interministerial actor in charge of international technical cooperation, the second largest in Europe. As a subsidiary of Agence Française de Développement Group (AFD Group), it designs and implements projects that sustainably strengthen public policies in developing and emerging countries. Expertise France (EF) works in key areas of development: governance, security, climate change, health, education, and more. Alongside its partners, it contributes to achieving the Sustainable Development Goals (SDGs).
The Jordan–Lebanon Country Direction, effective since 1 January 2025, provides the framework for managing Expertise France activities in both countries. Under the responsibility of a Country Director, the Lebanon office comprises a team of more than 30 staff members, including 3 expatriates and 5 International Technical Experts (ETI).
Expertise France in Lebanon manages and develops a portfolio of approximately EUR 40 million. Its activities are structured around three priority areas of intervention:
The position of the MEAL officer will include working on multiple projects, mainly on the SECMAR and the WASEL projects. A description of the projects can be found below. This position might be requested to provide technical support for other ongoing projects.
This project focuses on maritime governance, safety, and security, while the second supports integrated border management at land borders and border crossing points.
The project, entitled “Strengthening the governance, safety and security in the maritime sphere”, aims to strengthen maritime governance, search and rescue capacities, port security, and cooperation between Lebanese and European institutions. The project is implemented over 40 months through a consortium led by Expertise France, together with the Italian Ministry of Defence represented by the Italian Defence General Staff and Agenzia Industrie Difesa, the United Nations Development Programme, and the United Nations Office on Drugs and Crime.
The project responds to the complex institutional and operational environment characterising Lebanon’s maritime sector. Maritime responsibilities are currently shared across several institutions operating with limited coordination, overlapping mandates, and uneven operational capacities. This affects information-sharing, operational response, and overall maritime situational awareness. The project therefore supports the operationalisation of the Joint Rescue Coordination Centre (JRCC), the strengthening of the Joint Maritime Operations Chamber (JMOC), the reinforcement of the Lebanese Armed Forces Navy and civilian search and rescue actors, the improvement of port security systems, and stronger cooperation with European and regional partners.
The second project, entitled “WASL – Advancing Interagency Integration and Rights-Based Border Management in Lebanon”, aims to strengthen integrated border management capacities in Lebanon in line with international standards. The action is jointly implemented by GIZ as lead organisation, together with Expertise France, the Italian Defence General Staff, and Agenzia Industrie Difesa.
Within this project, Expertise France is responsible for the implementation of one specific component related to infrastructure and equipment support at selected land border crossing points. Expertise France contributes technical and operational inputs to the project, while overall coordination, reporting, and contractual management remain under the responsibility of GIZ.
Mission
The Monitoring and Evaluation Officer will lead the operationalization of the projects' Monitoring and Evaluation framework and its fine-tuning during the inception phase. The officer will ensure timely collection, verification, analysis and reporting of data to measure project progress, demonstrate results, and comply with donor requirements.
The Portfolio MEAL officer will collect data across different projects in line with the project log frames, indicator tracking tables, and method of verifications on outputs and outcomes levels. S/He will contribute to tracking progress against project indicators, ensuring data quality and consistency, and supporting timely reporting processes, including updates required for donor reporting platforms (OPSYS) and internal EF monitoring systems.
The holder of this position will support the adaptation of MEAL tools, methodologies, databases, and data collection instruments, ensuring compliance with EF MEAL standards, donor guidelines, and accountability requirements. S/He will also contribute to strengthening accountability and learning processes, including the use of automated systems to support efficient data analysis, visualization, knowledge management, and evidence-based decision-making throughout the projects’ implementation.

Reporting Line
The MEAL Officer will report to Expertise France’s Portfolio Manager and work closely with the projects team, the Lebanon-Jordan Country Direction MEAL Coordinator and with relevant functions at the organization.
