OVERVIEW  

The project entitled “Enhancing Food and Nutrition Security in Lebanon” is an intervention implemented by the Food and Agriculture Organization of the United Nations (FAO) in collaboration with UPA Développement International (UPA DI). The project aims to improve climate-smart and gender-responsive agricultural practices, promote adequate nutrition, and strengthen the performance of fruit and vegetable value chains in Lebanon.   

UPA DI is a Canadian non-profit organization founded in 1993. It supports family farming as a sustainable development model by strengthening democratic agricultural producer organizations, collective marketing systems, and other initiatives that contribute to the long-term development of agriculture in developing countries. Gender equality is at the core of UPA DI’s approaches and commitments.   

Within this framework, FAO Lebanon has mandated UPA DI to implement selected project results aimed at:  

• Strengthening the organizational capacities of producers in the apple and greenhouse/open-field vegetable value chains to engage in collective action, with a particular focus on women.   

• Enhancing the capacities of value chain actors to coordinate and adopt innovative and modern technologies in production, marketing, and processing.   

• Building the capacities of value chain actors, particularly women, to participate effectively in policy dialogue.   

As part of the implementation of the activities entrusted to it, UPA Development International (UPA DI) is recruiting a Monitoring, Evaluation, Accountability and Learning (MEAL) specialist to ensure the design, coordination and implementation of the project's monitoring and evaluation system, in accordance with UPA DI standards, FAO requirements, and the principles of results-based management.

POSITION SUMMARY 

Under the authority of the Project Management and working in close collaboration with the UPA Development International (UPA DI) Program Officer, the MERL Specialist in Canada and the project team in Lebanon and Canada, the MEAL Specialist will be responsible for providing technical and methodological support in the development and implementation of the monitoring and evaluation plan. The incumbent will ensure the implementation of a feminist Monitoring, Evaluation, Accountability and Learning (MEAL) system for the project and its activities in accordance with UPA DI standards and FAO requirements.

The MEAL specialist will, in particular, ensure that gender equality and environmental considerations are integrated into the MEAL system, and will optimize the processes and tools for data collection, management and analysis accordingly. The incumbent will also be responsible for sharing MEAL-related information and ensuring accountability to the project participants.

Duty Station  

The position is based in Beirut. The incumbent will be required to travel regularly throughout the intervention area and participate in project coordination meetings.    

RESPONSIBILITIES

• Develops and implements a MEAL plan based on the project's Performance Measurement Framework;
• Promotes a common understanding of the MEAL plan and its implementation by strengthening the capacities of the project team and partners in the use of monitoring and evaluation tools;
• Plans and implements monitoring and evaluation activities in collaboration with the project team and implementing partners;
• Develops monitoring and evaluation and data management tools;
• Ensures the georeferencing of project interventions;
• Ensures the establishment of an information system for the centralization and analysis of collected information, its ethical, secure and confidential processing, and trains the team in its use when necessary;
• Contributes to the planning of field surveys as well as to the collection, entry, validation and analysis of survey data;
• Conducts field visits, gathers the perceptions of project participants, and shares recommendations;
• Plans and organizes sessions for capitalization, experience sharing, reflection and learning;
• Develops mechanisms for monitoring results and accountability to FAO, partners and project participants (participation, impacts, communication), and ensures their use;
• Contributes to the documentation and sharing of project learning and innovations in monitoring and evaluation;
• Contributes to the preparation of the annual work plan, budget and annual narrative reports;
• Ensures the quality, consistency and accuracy of reporting.

REQUIREMENTS

Required Education

• University or technical degree in social sciences (sociology, law, statistics, economics, public health, international development), management, or an equivalent field.

Experience

• Five (5) years of work experience within a non-governmental organization (NGO), including three (3) years in monitoring and evaluation of development and/or humanitarian projects or programmes in Lebanon or the sub-region;
• Demonstrated experience in developing data collection tools and questionnaires, collecting data using electronic platforms (KoboCollect), and managing data (Access, SharePoint Lists, etc.);
• Experience in planning and conducting field surveys;
• Good knowledge of survey techniques and sampling methods applicable in rural settings;
• Proven experience in developing and implementing qualitative and quantitative monitoring, evaluation, learning and accountability tools and approaches;
• Familiarity with concepts related to women's economic empowerment, women's leadership, transformative leadership, women's rights and gender equality;
• Knowledge of results-based management and the tools used by Global Affairs Canada (GAC).

LANGUAGES 

• Fluency in English and Arabic (spoken and written) is required.  

• Knowledge of French is considered a strong asset.  

CONTRACT DURATION  

The assignment is for an initial period of 12 months, renewable based on project needs, funding availability, and satisfactory performance.   

Expected Start Date: September 1st , 2026.
