Job Purpose

Review, audit, and validate financial transactions, processes, and procedures to ensure strict adherence to policies, regulations, and professional standards. Administer signatory controls, budget checks, and fraud detection processes while leading audit committees, reconciliations, and compliance reviews across Authority finance operations.

Roles and Responsibilities

Strategy

• Review finance-related policies, procedures, and circulars to ensure alignment with regulatory standards and Authority objectives.

• Administer signatory controls for financial transactions, ensuring compliance with authorization limits and continual updates of signatory lists.

• Oversee budget availability checks to ensure funds are allocated and used properly in accordance with approvals.

Operations

• IssuE tax returns and supporting reports and ensuring their compliance with tax laws.

• Review all income and payments transaction and ensure attaching all required supporting documents and approvals as per rules and regulations and compliant with government and domestic legislation

• Monitor bank reconciliations to confirm completeness and proper handling of cash balances.

• Coordinate with external auditors by providing required information, supporting their reviews, and validating final statements.

• Respond to observations from internal audit and risk assessment departments in coordination with other finance units.

• Review the reconciliation of petty cash and advance payments, ensuring timely resolution and accuracy.

• Review and approve end-of-service financial clearances forwarded from HRD Department prior to final processing.

• Review all income resources to ensure compliance with applicable regulations and professional norms.

• Supervise and review work performed by Senior Financial Auditors, providing oversight and training as needed.

Product/Process Improvement

• Report identified frauds or special cases promptly to management and recommend appropriate corrective solutions.

• Chair or participate in finance audit, treasury checking, and stocktaking committees to safeguard accuracy and compliance.

Physical Working Conditions

• Primarily office-based with regular participation in audit committee meetings, stocktaking and treasury inspections.

·Bachelor's degree/ Master’s degree in Finance

·3+ Years of experience in case of Master’s degree (5+ years in case of Bachelor’s degree)

·Certifications preferred such as: Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Financial Services Auditor (CFSA), UAE CT Compliance Diploma UAE VAT Compliance Diploma
