CARE Palestine (West Bank/Gaza) is looking for a committed professional to the values of Transformation, Integrity, Diversity, Equality, and Excellence for a 6 months contract with possibility of extension, to fill the following vacancy:
CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.
Start Date: As soon as possible
Position Location: CARE’s office in Gaza (Der Al-Balah) with frequent travel to projects location.
Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.
Reporting/Line Management: Area Manager with a tecnical reporting line to the HR Manager.
The Human Resources Assistant will provide administrative support to the Area Office in Gaza, in addition to technical assistance in the delivery of human resources services to employees, supervisors, and managers.
S/he will assist in coordinating the review, dissemination and adherence to CARE Palestine WB/G’s HR policies and procedures, in addition to complementing CO recruitment efforts. The incumbent will be responsible for filing, attendance reporting, and any other admin tasks as required.
The positions will uphold CARE’s Core Values namely, Transformation, Integrity, Diversity, Equality, Excellence promote CARE’s mission and vision, programme principles to enhance programme impact. Ensures modelling of CARE’s values among MEAL staff and be committed to women and girl’s empowerment.
Job Responsibility 1: HR Administration and File Management (45%)
• Track and file employee (full time, part time and casual staff) documents ensuring completion in line with HR filing checklist in order to maintain an accurate record of all employee life cycle information from onboarding, keeping track of all mandatory trainings completed, performance reviews to employee exit;
- Ensure that new files are opened for new hires.
• Ensure that personnel files are up to date and staff leaves (sick, vacation, and annual) are fully documented, maintained, and communicated to staff and supervisors on a regular basis.
- Processing of other submissions to HR department
• Maintain the separation (end-of-employment) procedures and paperwork including entitlements and exit interviews.
Implementing quality HR archiving procedures to ensure the highest control and data security of employee documents and information
Job Responsibility 2: Recruitment Support and Processing (35%)
• Assist and coordinate recruitment efforts according to CARE Palestine WB/G s policies and procedures. This includes but is not limited to:
a. opening new recruitment files, making sure that all requested recruitment documentation is available
b. circulating job advertisements ensuring the attraction of local talents
c. assist in screening CVs received for vacant positions
d. interview scheduling
e. completion of test and administration interview activities
f. opening personnel files for new staff containing all necessary information and documentation
• Assist the HR Manager in new employees onboarding, managing induction scheduling, to ensure new hires to the Area Office receive a comprehensive orientation to CARE.
Job Responsibility 2: Recruitment Support and Processing (15%)
• Support HR efforts in organizing all staff events (logistics, agendas, information, etc.).
• Support the CO in organizing staff training as required.
· Contribute to the planning and facilitation of quarterly/annual refreshers training on HR policies, performance management training & safeguarding for certain level of employees in collaboration with line manager and other HR team;
· Provide regular meeting minutes related to staff monthly meeting;
· Provide support to the employee life cycle and experience ensuring current employees feel more engaged and valued.
