Responsibilities
The Finance Officer has responsibility for ensuring efficient and effective financial and administrative management of ZOA response program through:
1. Manage and guide Finance Assistant(s).
2. Revise, audit, and process all the payments assuring it includes all the supporting doc’s: invoices, receipts, proof of payment, procurement doc’s, and or contracts, etc. This will require seeking appropriate authorization and ensuring that all supporting documents are appropriately filed.
3. Ensure that all financial transactions are properly recorded into the ERP System, filed, and reported.
4. Undertake specific tasks on internal controls, budget planning, proposals, and financial reporting as they have been assigned by the Finance Manager.
5. Reconciling and monitoring cash and bank accounts balances with the supervision of the Finance Manager.
6. Support the Finance manager in monthly reconciliations of the projects’ accounts especially the suspense accounts ensuring that there are no pending balances for long periods.
7. Assist in the collaboration with local partners by providing regular reports to the Finance Manager and Program Manager on the status of partner accounts, conducting spot checks on reported expenditures, reviewing compliance of their tenders practices and coordinating with other ZOA departments to complete partnership assessments.
8. Liaise with local banks / financial institutions representatives to ensure smooth business with the organization in facilitating the different type of operations.
9. Compliance: Ensure compliance with local and international financial regulations, as well as adherence to the organization's financial policies and procedures. This includes compliance with donor requirements and regulations.
10. Check the balance sheet accounts: Accruals, prepayments, creditors and debtors’ accounts to ensure they are balanced and correct.
11. In collaboration with the relevant departments, estimate the costs for upcoming periods and request the transfer of the funds, ensure proper liquidity planning and submit request for transfers to Both Finance Manager & Manager of Operations.
12. Provide support in clearing the intercompany account with HQ monthly.
13. Coordinate closely with logistics staff to maintain an effective tracking system for supplier payments, ensuring all required documentation, reports, and purchase orders are complete in the accounting system and that payments are processed promptly.
14. Prepare for the audit: In preparation for the audit, ensure that all financial records are up-to-date and accurate. This includes reconciling bank statements, verifying account balances, and ensuring that all transactions are properly recorded, and that all supporting documentation are provided.
15. Contribute to monthly, quarterly, and annual financial closings.
16. Any other tasks requested by the Finance Manager.
Qualifications
Knowledge & Experience:
• University Degree in Finance or Accountancy qualifications.
• Minimum 4 to 5 relevant years of relevant experience at this level with International Agencies or I/NGO’s.
• Knowledge on ERP system is preferable.
• Demonstrated experience of Team management and capacity building of teams.
• Competency in use of relevant technology systems (MS Office suite, financial)
• Experience with Accounting Systems.
• Fluency in Arabic and English (written and verbal).
• Management of budgets.

Contract duration: six months with possibility of extension, depending on funding and performance.

ZOA has been working in Syria Response since 2014 and has been supporting Syrian refugees, internally displaced Syrians, and host communities in Jordan, Syria and Lebanon. Since September 2018, ZOA has been registered in Damascus, enabling it to manage and run its operations and projects from within the country. ZOA works through local partners and its own direct implementation, on a range of sectors from Shelter and NFI distribution to Education, WASH and Food Security and Livelihoods.
With a growing team, part of ZOA strategy in Syria is to develop sustainable Livelihoods and early recovery with communities affected by the conflict, partnering with the national NGOs and Community Based Organisations (CBOs) to scale up effective interventions and to pilot new approaches.
