CESVI is an Italian NGO founded in 1985 and based in Bergamo, Italy. With a strong commitment to humanitarian aid and sustainable development, CESVI operates in over 20 countries worldwide, including Palestine. The organization focuses on supporting vulnerable communities through emergency relief and development programs, while also promoting environmental sustainability. Its mission is rooted in solidarity and the belief that development should be driven by local empowerment and global cooperation. CESVI has been working in Palestine since 1994, and it has developed over the years an expertise in the WASH, Solid Waste Management (SWM), and site management sectors, implementing both emergency and development interventions in both the Gaza Strip and the West Bank. CESVI  programmes are supported by strong partnerships with relevant actors in the sector and through strong commitment to coordination and collaboration.

Programme/Unit Summary:

The Finance and Administration Department ensures the financial integrity, operational efficiency, and administrative support necessary for the successful implementation of organizational activities. It serves as the backbone of internal processes, enabling smooth coordination across departments and compliance with donor and organizational standards.

Position Summary:

The Admin Officer ensures smooth day-to-day admin and office operations for the Gaza office while implementing administrative and finance support and procedures. Furthermore, this position supports logistics, procurement, HR and responsible for records and needed documentation. The position undertakes other tasks as requested from the line manager.

Essential Job Responsibilities:

Administrative and Accounting management:

  • Responsible for Gaza office petty cash box and related payments once approved by the designated Project Manager and Finance Coordinator.
  • Update projects cash book and prepare the monthly support including invoices, receipts, PAFs, and any related documentation.
  • Prepare the monthly cash reconciliation and report any key discrepancies as they occur.
  • Ensure that all time sheets are filled and uploaded onto the shared folder on a monthly basis.
  • Responsible for the good and proper completion of any administrative formats requested.
  • Communicate and delivering documents and reports for any Palestinian institutions in Gaza according to CESVI’s management request.
  • Prepare financial documentation for any internal and external reports.
  • Prepare invitations and necessary arrangements for any admin and projects events.
  • Support project managers in relation to the community mobilizers and cash payments process.
  • Support in specific Budget follow Ups tasks for some Gaza projects as coordinated with the Finance Coordinator.
  • Coordinating with designated project managers in Gaza and supporting with updating monthly forecasting based on actual expenditures.
  • Supporting in Audit requirements and banks as needed.

Logistics support:

  • Provide support for meetings with staff, partners and other local stakeholders.
  • Provide procurement support as per the procedures for admin and projects and participating as a member of the evaluation committee.
  • Facilitate and translate documents and communications for completion.
  • Conduct market surveys, bid analysis, and communications with suppliers and contractors.
  • Support in the keeping the inventory up to date and periodic verification of IT equipment and availability to staff.
  • Assist in the receiving of goods and supplies.
  • Support with the log books, fuel entries, tracking and support for the Gaza vehicles.

Office and Guesthouse management:

  • Ensure there are sufficient stationery and consumables according to the needs of Gaza office.
  • Responsible for office and guesthouse needs as cleaning follow up, payment of bills, maintenance, repairs, and utilities.
  • Responsible for maintaining assets and goods at the office in Gaza.
  • Inform immediately HoM and /or line manager in case of any damage /loss occurring to the assets and goods.

HR support:

  • Archive the HR folder of staff in Gaza including the staff personal information and employment contracts.
  • Assist in the recruitment process by advertising for the positions, downloading the longlist, running the phone screening, contacting the candidates for interview arrangement, and any request related to recruitment by the HR Coordinator.
  • Assist in the onboarding process by sending a Welcome on Board email, creating CESVI’s emails and deactivating the emails of the departed staff.
  • Preparing the employment contracts and extensions.
  • Assist the HR Coordinator for any HR related request for Gaza team.

General

  • Attend team meetings and any other meetings according to needs.
  • Coordinate with all local and international staff in order to share experiences and best practices.
  • Coordinate and exchanging with the team in the main coordination office in Jerusalem to perform the complete and correct utilization of procedures, formats, and documents.
  • Participate in meetings with the direct supervisor and follow up with the work progress.
  • Contribute to any activity that serves the objectives of CESVI.
  • Contribute proactively and positively towards establishing a professional and respectful working environment.
  • Committed to CESVI’s internal regulations, procedures and policies.
  • Perform any other tasks related to the role by the Gaza project managers and finance coordinator.

  • A BA degree or Diploma in Administration or Office Management, or a related field preferred.
  • Minimum 2 years of experience in administrative or office management preferably in humanitarian and development sector.
  • Basic computer skills, understanding of office procedures and administrative tasks.
  • Good written and verbal English communication skills.
  • Willingness to learn and take on new responsibilities.
  • Organized and sufficient document management and filing skills (physical and digital).
  • Data entry skills with attention to details and accuracy.

The assignment is a full-time post expected to start ASAP. Subject to satisfactory performance, the period of employment may be extended.
