Position: HR Manager
Contract Duration: 3 months – high possibility of extension upon funding
Location: Gaza
Responsible to: Palestine HR Manager

THE ORGANIZATION
Handicap International (which runs projects under its operating name, Humanity & Inclusion - HI -), is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. OBJECTIVE OF THE POSITION:
Reporting to the Palestine HR Manager, the HR Manager ensures efficient and adequate management of the human resources in Gaza, especially during the emergency situation.
The HR Manager ensures implementation of appropriate Human Resources (HR) procedures and standards to strengthen staff capacities to achieve the country’s strategy. Advises the Country HR Manager and management team in the field of personnel administration and legal framework, and proposes improvements in the working practices.

Team managed: HR Supervisor and HR Admin Officers.

- Country HR department: Palestine HR Manager, HR colleagues
- Emergency division: HR Specialist.
- Regional program: HR Partner
- Affiliated countries: Country Director, Area Managers, Operations manager, Log team, finance & accounting teams, projects teams, HAS team.
Responsibilities/ Missions:
Responsibility 1: Participate in the definition and implementation of the Area’s HR processes (recruitment, remuneration, social and healthcare coverage, appraisal, training)
Objective: Ensure that HI’s HR processes are understood and applied effectively, fairly and cost efficiently
Benchmark: Quality of HR processes and tools defined, compliance with HR processes, quality of the legal oversight
Activities:
- Ensure high quality and transparent recruitment processes are in place, in addition to emergency adapted recruitment procedures.
- Ensure adequate induction is provided for new staff, based on relevant HI policies and guidelines
- Manage the remuneration system and employment policies at Gaza level in coordination with the coordination office
- Implement the social and medical policy framework for the area.
- Ensure performance appraisal system is in place, completed, monitored and evaluated
- Implement and follow up the area’s staff training plan
- Assist managers and staff in understanding and using HI’s HR tools
- Provide trainings and support for team managers in the career management of their staff (promotions, amendment of job definition and responsibilities, internal mobility, etc.)
- Carrying out regular career development interviews and skills assessment with the staff
- Identifying talents and low performers and proposing support plans accordingly
- Be the focal person for the organization of team building events, in liaison with the Palestine HR Manager
- Contribute to project development on HR aspects and contribute to the implementation in the country of the HR component of the Operational Strategy (StratOp)
- Contribute to the steering and follow-up of HR financial lines in country’ budgets, projects proposals, projects reporting
- Act as budget holder by proper validation and follow-up of expenses as per the country’s guidelines and regulations
Responsibility 2: Guarantee international and national personnel administration
Objective: Guarantee that staff files are complete and staff information is followed-up
Benchmark: Quality of employment contract management, quality of the roll out of pay, quality of management charts monitoring
Activities:
- Define and ensure the application of internal regulations and national staff employment terms and conditions and monitor the application of specific terms and conditions for expatriates
- Ensure proper calculation and remittance of the area’s monthly payroll
- Ensure all employees are registered at the local bodies (social security, income tax department)
- Ensure appropriate filling of all HI staff information: personal data, contractual documents (Job description, signed TCE and IR, IAP, contracts, disciplinary actions, appraisals…)
- Manage national personnel disciplinary procedures and support managers in these procedures with support of the coordination office, participate in the internal conflicts’ management and resolution
- Be directly responsible for the administrative follow up of all expatriates’ staff and registration with local authorities
- Supervise the day to day management of international staff and transmit the information to the coordination & regional office
Responsibility 3: Ensure the respect of local legislation and legal framework
Objective: Secure HI's presence from a legal standpoint
Benchmarks: compliance with the host country requirements; compliance with the framework defined by the organisation
Activities:
- Ensure the Registration of Handicap International in the area with the Country HR Manager.
- Ensure the formalities required by government bodies are completed in time, ensure pro-active follow up of legal matters and inform Palestine HRM and management accordingly
- Ensure expats work permits and residencies are completed and renewed in time, work together with logistics to ensure active follow-up with the entities concerned.
- Analyse and monitor changes in employment law and other NGOs’ practices
- Take part in the activity of networks on legal and HR aspects
- Coordinate with HI lawyer on all legal aspects when needed in coordination with the Palestine HRM.
Responsibility 4: Provide support and training to the teams and partners in her/his domain
Objective: Provide technical support and build capacity and knowledge of staff and partners on all aspects of HR management
Benchmarks: Quality of area’s HR documents, availability of documents during audit, information sessions are organized for the teams, training sessions are organized for the partners
Activities:
- Work closely with the area’s HR teams to provide support, monitoring, reporting and other actions related to the HR functions
- Ensure monthly reporting systems are implemented in the area in line with control mechanisms for national and international staff management (leave, contracts, proof of life, advances…)
- Review monthly HR tables and advise when there are irregularities or areas of concern that need follow up
- Provide ongoing support to managerial teams on human resources related matters, policies and procedures in her/his field of responsibility
- Ensure that correct and accurate information is given to the line managers for the daily management of their teams in her/his field of responsibility
- Participate to the project’s meetings, providing support for HR-related issues within her/his domain
- Take part to partners’ assessment, ensuring training sessions to the partners when needed in her/his field of responsibility
- Set up and ensuring daily internal and external communication and coordination mechanisms for all topics related to her/his field of responsibility
- Monitor social risks at work and ensuring appropriate support is provided
- Coordinate specific situations related to employees with disability
- Take part in the activity of external networks and working groups, attend external meetings when needed
- Support the Palestine HR Manager in some required assignments related to the emergency situation.
- Contribute to audit reports and follow up with the areas to ensure action points are addressed promptly and effectively.
- In charge of maintaining an eye on the staff well-being, organize PSS sessions and collaborate with other INGO and local partners to find the best resources in place.
- Is responsible for the Duty of care policy application in the area, providing briefings, receiving applications, and reviewing reimbursement requests in coordination with the Palestine HRM.
- Is responsible for managing staff needs during the emergency, in terms of shelter, DoC, supplies, food items, medical supplies, and fuel needs etc…

Job Requirements
Professional skills
- Postgraduate degree in the field of strategic human resources management, or similar
- A minimum of 3-5 years of relevant experience in HR management, administration, change management, and/or organizational development, including at an international level
- Technical skills in HR management, preferably including recruitment and selection, learning and development, performance management, compensation and benefits.
- Previous work experience with I/NGO

- Fluent in English and Arabic (French a plus)
- Excellent communication, diplomacy and negotiation skills
- Excellent organizational skills
- Good skills in training facilitation a plus
- Strong sense of integrity and commitment to accountable practices
