HUMAN RESOURCES MANAGER – GAZA (PALESTINE) (M/F)

National Position – Based in Gaza

CONTEXT AND BACKGROUND

Secours Islamique France (SIF) is a non-governmental organization of international solidarity founded in 1991, dedicated to providing emergency relief, protection, rehabilitation and development assistance to vulnerable populations affected by crises.

The SIF Palestine Mission has been active since 2008, implementing multisectoral humanitarian and development programs in both the West Bank and Gaza Strip, and operating in a complex and highly regulated environment.

Within the Palestine Mission, the Gaza strip constitutes a key operational area, where sound and compliant human resources management is essential to ensure program continuity, staff protection, institutional accountability and adherence to national legislation and SIF internal regulations.

Based at the SIF office in Gaza City, the Human Resources Manager is responsible for ensuring the effective, coherent and compliant management of Human Resources for all SIF operations in Gaza strip. The position plays a central role in the implementation of HR policies, procedures and tools, and in supporting managers and staff in their consistent and appropriate application.

The Human Resources Manager contributes to maintaining a structured, professional and compliant organizational environment, ensuring that HR-related roles, responsibilities and reporting lines are clearly defined, formally documented and consistently applied across departments, in line with SIF governance frameworks and applicable legislation.

In addition, the Human Resources Manager is formally designated as the Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) Focal Point for Gaza, and contributes, through this role, to the implementation and oversight of SIF’s safeguarding and PSEAH frameworks, in coordination with headquarters.

CHILD SAFEGUARDING

Child Safeguarding Risk Level: 2

This position involves:

  • Access to personal and sensitive data related to children, including through personnel files, safeguarding documentation and reporting mechanisms;
  • Responsibility for safeguarding procedures and escalation pathways;
  • Potential direct interaction with children, including in safeguarding, verification or support contexts, if required.
  • The post holder is required to strictly comply with SIF’s Child Safeguarding Policy (CSP) and related procedures at all times.

MAIN RESPONSIBILITIES:

Human Resources Governance, Compliance & Coordination

  • Ensure full compliance with Palestinian Labour Law, SIF internal regulations, HQ HR policies and donor requirements.
  • Implement, adapt and monitor HR policies, procedures and tools in line with SIF standards and the local legal framework.
  • Ensure that HR roles, responsibilities and reporting lines are clearly defined, formally documented and consistently applied across departments.
  • Identify and address any discrepancies between Job Descriptions, organizational charts and actual practices.
  • Act as the primary reference for HR-related compliance and risk prevention at Gaza level.

Payroll, Compensation & Benefits Management

The Human Resources Manager is responsible for the end-to-end payroll process for Gaza, in coordination with the Head of Mission and headquarters. This includes:

  • Collecting, verifying and consolidating all payroll inputs, including attendance, leave, overtime, advances, allowances and deductions.
  • Ensuring accurate calculation of salaries, staff benefits, taxes and social contributions, in full compliance with Palestinian labour and fiscal regulations.
  • Preparing, validating and transmitting monthly payroll files and all required supporting documentation to headquarters and/or the Finance department, in line with SIF procedures and timelines.
  • Ensuring the timely and accurate payment of salaries and staff benefits, and addressing any payroll-related queries or discrepancies in a transparent and timely manner.
  • Managing and monitoring staff benefits, including health insurance, social security, leave entitlements and end-of-service benefits.
  • Maintaining complete, accurate and confidential payroll records, and ensuring their secure archiving in both hard and soft copy.
  • Ensure payroll compliance with the Labor Code, collective bargaining agreements, and internal pay scales.
  • Prepare and submit social security declarations (CNPS, taxes, insurance, etc.).
  • Prepare payroll statements and supporting documents for internal and external audits.

Recruitment, Contracting & Staff Lifecycle Management

  • Coordinate and supervise recruitment processes in line with SIF recruitment procedures.
  • Review and validate Job Descriptions prior to recruitment to ensure clarity of scope and responsibilities.
  • Prepare, amend, renew and terminate employment contracts in compliance with legal and internal requirements.
  • Ensure proper staff onboarding, induction and exit procedures.
  • Ensure accurate, complete and confidential HR files for all staff throughout the employment lifecycle.
  • Insurance management and monitoring

Performance Management, Capacity Building & Staff Well-being

  • Coordinate and monitor staff performance appraisal processes (mid-year and annual).
  • Support managers in objective setting, performance evaluation and follow-up.
  • Identify training and capacity-building needs and contribute to training plans.
  • Promote staff well-being initiatives, including psychosocial support when relevant.
  • Contribute to a respectful, inclusive and professional working environment.

Employee Relations, Disciplinary Procedures & HR Risk Management

  • Serve as a reference point for employee relations, grievances and disciplinary procedures.
  • Ensure complaints and disputes are handled fairly, confidentially and in line with internal regulations.
  • Conduct and document disciplinary processes in coordination with the Head of Mission and headquarters.
  • Support conflict resolution and contribute to organizational cohesion.
  • Identify HR-related risks and propose mitigation measures to mission management.

HR Team Management & Supervision

  • Ensure clear task allocation, work planning and prioritization of activities within the HR team.
  • Provide day-to-day guidance, coaching and technical support to the HR Officer(s) to ensure accurate and timely delivery of HR processes.
  • Review and validate the HR Officer(s)’ work outputs, including personnel files, payroll inputs, recruitment documentation and HR reporting.
  • Set objectives, monitor performance and contribute to performance appraisals of the HR Officer(s).
  • Identify capacity-building needs within the HR team and support skills development in line with mission priorities and SIF standards.
  • Ensure continuity of HR operations in case of absence and promote effective internal communication within the HR function.

PSEAH – Focal Point (Gaza strip)

The Human Resources Manager is formally designated as PSEAH Focal Point for Gaza and is responsible for contributing to the development, implementation, monitoring and evaluation of SIF’s Protection from Sexual Exploitation, Abuse and Harassment framework.

Prevention and Awareness

  • Sensitize and train SIF staff, partners, visitors and service providers on PSEAH principles, responsibilities and reporting mechanisms.
  • Ensure PSEAH is integrated into staff induction processes, including for consultants, temporary staff and daily workers.
  • Contribute to PSEAH risk analysis, mapping and mitigation planning.
  • Support HR processes to prevent the recruitment of individuals with prior records of sexual exploitation, abuse or harassment.

Community Engagement and Accessibility

  • Ensure PSEAH information and complaint mechanisms are accessible, understandable and adapted to the local context.
  • Support the integration of PSEAH into community feedback and complaint mechanisms.
  • Contribute to the mapping of referral services and specialized actors.

Reporting, Case Management and Confidentiality

  • Receive complaints, reports and queries related to alleged acts of sexual exploitation, abuse or harassment.
  • Ensure the safety, confidentiality and protection of complainants and survivors at all times.
  • Maintain a secure and confidential registry of PSEAH incidents.
  • Participate in case management processes in coordination with headquarters, ensuring a survivor-centred approach and respect for rights, confidentiality and informed consent.
  • Provide appropriate feedback to concerned parties in line with established procedures.

Coordination, Monitoring and Reporting

  • Ensure the integration of PSEAH measures across mission processes, including HR, programs, operations and partnerships.
  • Liaise with headquarters PSEAH referents and participate in relevant coordination mechanisms.
  • Support the designation and training of additional PSEAH contact points if required.
  • Contribute to monitoring, evaluation and annual reporting on PSEAH implementation.

Safeguarding & Data Protection

  • Ensure proper handling, protection and confidentiality of sensitive HR, safeguarding and payroll data.
  • Guarantee compliance with SIF safeguarding policies, data protection principles and international standards.
  • Contribute to safeguarding risk assessments and mitigation plans at mission level.

The task list is neither exhaustive nor restrictive and is evolving according to the needs of the organization. The employee may be required to carry out other assignments related to his or her qualification. Being an association with limited resources, versatility and flexibility are necessary in order to overcome any difficulty temporary and exceptional.

The management may thus ask any employee to perform tasks outside this job description and corresponding to your qualification or to be available during campaign periods, outside the working hours and/or days of the employment contract, in compliance with the legislation in force.

Upon request of the Head of Mission, the Human Resources Manager may also be called upon to provide technical or advisory support, remotely, to the SIF team based in West Bank, particularly on human resources, employee relations, safeguarding or PSEAH-related matters, within the limits of security constraints and organizational priorities.

KNOWLEDGE / STUDIES / DIPLOMAS

  • Master’s degree in Human Resources, Law, Business Administration, Social Sciences or a related field.
  • Minimum 7 years of professional experience in Human Resources management, including senior HR roles, preferably with INGOs or similar organizations.
  • Proven experience in managing sensitive HR matters, including disciplinary procedures and safeguarding-related cases.
  • Strong knowledge of labour law, HR compliance frameworks and internal regulations.
  • Additional professional training in Human Resources management, Safeguarding, PSEAH or Child Protection is a strong asset.

HARD SKILLS / SOFT SKILLS 

Languages

    • Arabic: Required (fluent)
  • English: Required (fluent written and spoken)
  • French: Strongly appreciated

  • Excellent drafting, reporting and documentation skills.
