Background
Field Medical Foundation (FMF) is a leading humanitarian non-governmental organization in Yemen, managing a large portfolio of grants from major international donors and UN agencies.
To ensure our financial infrastructure is capable of supporting our expanding operations, FMF is seeking a Senior Financial Consultant with extensive experience working with INGOs to conduct a forensic diagnostic of our financial health, evaluate our current financial software/systems, and provide technical tools to strengthen our compliance framework.

Objective
The primary objective is to identify systemic gaps in financial management that expose the foundation to compliance risks. The consultant will analyze the efficacy of FMF’s current financial software, the competency of the Finance Department staff, and provide actionable recommendations for modernization.
Scope of Work
The Consultant will be responsible for the following key workstreams:
A. Diagnostic Review (The “Two-Project” Methodology)
Deep Dive:
Conduct a full, retrospective forensic audit of two (2) projects designated by FMF management total projects budget between (1M-1.5M).
Gap Analysis:
Use the findings from these projects to identify recurring non-compliance trends (e.g., ineligible costs, documentation failures, exchange rate handling, and fund commingling).
B. Financial Systems & Software Architecture
System Audit:
Analyze the current financial software used by FMF. Determine if it meets the reporting requirements of complex international donors.
Utilization Check:
Assess if the current system is being used to its full potential or if manual workarounds are creating data integrity risks.
Recommendation:
Provide a technical recommendation:
C. Finance Department Evaluation (Staff & Structure)
Competency Assessment:
Evaluate the technical skills and capacity of the Finance Department staff.
Workflow Analysis:
Review the segregation of duties within the Finance team to ensure no single individual has excessive control over transaction cycles.
Training Needs:
Identify specific training gaps (e.g., donor rules, Excel skills, accounting standards) for the finance team.
D. Technical Recommendations for Internal Controls
While the Consultant will not evaluate the Internal Audit department, they are required to produce technical tools and checklists that the Internal Audit team can utilize to better detect financial risks.
Confidentiality & Non-Disclosure (Strictly Enforced)
The selected Consultant will be required to sign a comprehensive Non-Disclosure Agreement (NDA) and Legal Liability Waiver prior to accessing any documents.
Zero Tolerance:
Any disclosure of internal findings, audit results, system vulnerabilities, or financial data to third parties, donors, or public platforms is strictly prohibited.
Legal Action:
The Consultant acknowledges that any breach of confidentiality will be treated as a criminal offense and FMF reserves the right to pursue full legal action under Yemeni law and relevant penal codes to recover damages.
