SOS Children’s Villages takes action for children as an independent non-governmental social development organization. We build families for children in need, we help them shape the development of the community, we respect varying religions and cultures, and we work in countries and communities where our mission can contribute to development.

Position Title: Accountant
Direct supervisor: Project Manager
Working location: Nablus with frequent visits to Bethlehem & North areas.
Status: Part Time- 60% (3 Full Working days), limited contract (depends on project duration, availability of funds and satisfactory performance)

Mission of the position:
Under the direct supervision of North Project Manager, and functional supervision by National Chief Accountant, project accountant will be responsible for administering accounting records, budget monitoring, and financial reporting within the North WB project.

Main clients:
• Project Manager
• Finance and Controlling Staff.
• Projcet Team.
• Implementing partners.

Key performance areas and main responsibilities:
Budget Control
• Ensure that Budgets Monitoring and Reporting meets SOS CVI and donor financial compliance requirements.
• Update BvA (Budget vs. Actuals) reports frequently and flag variations in collaboration with the functional supervisor.
• Coordinates Programmes budget deviation justifications.
• Present the required monthly financial reports information and explanations to the National Office.
• Support the project manager in the process of annual budget preparation and presentation to National Office.

Project Accounting
• Guide Projects management team on systems, processes , procedures, and payment deadlines
• Review of payment vouchers and supporting documents, completeness of compliance requirements throughout the all operations.
• Collaborate with the project manager and the national finance team to reflect the budget reallocation and variances within the appropriate framework.
• Record grants in the SOS Finance system.
• Closely monitor expenditure trends and work with relevant parties to have corrections posted on time.
• Confirm the appropriate budget lines, and guidance on administrative and financial matters to the Project management team, collaborating with the project manager, procurement, and operations team of the implementation partner.
• Establish Means of Verification required for justification of expenses.
• Develop adequate tools for monitoring of Implementing Partners, as well as close coordination with programme.

Safeguarding of Assets
• Assist in obtaining updated and verified fixed asset register for the project and report deviations to the functional supervisor.

Funds Management
• Co-develop project cash flow and liquidity plan in collaboration with project manager.

External Audit
• Upon request, participate in coordinating the financial audit preparation make available to the auditors all required records, documents, and reports.
• Assist internal and external auditors in matters concerning the financial aspects. Respond to financial audit queries. Analyse recommendations and lessons learnt from internal and external audits relevant to the financial management, ensure proper follow up and action on relevant recommendations.

Project Cycle Management
• Support in tracking the financial part of the project, initiate improvements to help SOS PS in achieving the results of which it is responsible under the donor agreement.

Safeguarding Commitment
• Responsible within own area of work to raise awareness of the SOS Child and Youth Safeguarding Policy, Anti-Corruption Regulation, Code of Conduct principles and to prevent and protect children from all forms of abuse, abandonment, exploitation, violence and discrimination
• Responsible to report any CS suspicion, concern, allegation or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the IOR CS focal person and/or to the respective line manager.
• Responsible for reporting/managing, mitigating or escalating conflicts of interest to the next hierarchical level.
• Responsible for individual responsibilities under the articles 19.1 and 19.2 of Anti-corruption regulation.

Qualifications and Competencies for the position:
Must Criteria:
• BA Degree in the field of Finance and/or Accounting.
• Working experience of 3 Years in Financial Accounting
• Solid experience in accounting for Nonprofit sector , particularly internationally funded projects.
• Familiarity with procurement procedures withing INGOs context.
• Previous experience in budget monitoring and reporting.
• Good knowledge of English.

Competencies – knowledge, skills, abilities:
• Proficient level in using MS Excel and relevant software.
• Ability to work under pressure.
• Very Good communication skills.

Preferred additional criteria
• Knowledge of experience in using Microsoft Dynamics, power apps & financial modelling.
• Knowledge in project management, controlling and monitoring.
