Background of REFORM:
The Palestinian Association for Empowerment and Local Development – REFORM is a Palestinian NGO that works in the field of empowerment and local development, seeking to promote inclusion and social solidarity in Palestine through empowering marginalized hard- to-reach groups. REFORM aims to enhance the social and political participation of these groups and community activism, to facilitate equal access to public utilities through strengthening the capabilities of young and women, and to provide a reliable database for the political and administrative decision makers in Palestine.
Role Overview:
- The Financial Assistant provides a comprehensive support to the finance department by managing daily financial operations, maintaining accurate records and ensuring compliance with project budget and donor requirements. This role serves as a key linkage between departments and external stakeholders, including banks and auditors. Responsibilities include payroll processing, bank reconciliations, petty cash management, payment order oversight, and proper archiving of financial documents. The Financial Assistant also supports ongoing projects, contributes to the preparation of financial reports, and performs other duties as required to ensure the effective functioning of the finance department.
Main Tasks and Responsibilities:
- Provide financial technical and logistical support to employees.
- Serve as a focal point between departments, and ensure a smooth information flow
- Organize and maintain financial records and files
- Provide necessary support for the accountant in preparing monthly bank reconciliations.
- Support the department with daily operations, including recording payments and managing financial data and related supporting documents.
- Monitor and maintain the proper archiving of all financial files, both electronically and hard copy.
- Provide support to the financial department.
- Perform any other duties related to the job responsibilities.

Eligible applicants are required to have the following qualifications and skills:
Skills:
- Advanced proficiency in both English and Arabic – fluency in speaking and writing is mandatory.
- Strong organizational and time management skills.
- Ability to use computers, printers, fax machines, and other common office equipment.
- Excellent communication and interpersonal skills.
- Patience, good judgment, and sound decision-making.
- Accuracy and strong attention to detail.
Requirements:
- Bachelor’s degree in Accounting.
- Minimum of two years of administrative or financial experience in NGO.
- Advanced computer skills, including Word, PowerPoint, and Excel, as well as proficiency in using online resources to troubleshoot technical issues.
- Proven experience using the “Bisan” accounting system.
- Mandatory oral and written communication skills (fluency in both English and Arabic).
- Ability to work effectively under pressure and handle multiple tasks.
- Experience in preparing financial reports.
