MdM is a medical humanitarian NGO. Since 1980, MdM has worked independently around the world to guarantee universal and sustainable access to healthcare.

In Palestine, the objectives of the programs are to limit the medical impact of the restrictions in accessing medical care on the Palestinian population, to improve mental health and psychosocial care and to bear witness to the violations of the right to health.

 JOB SUMMARY:

The HR Assistant provides  support to the Human Resources department and providing day-to-day assistance to staff in line with MdM policies and procedures.

 

MAIN TASKS AND RESPONSABILITIES:

  • Implements the Human Resources policies and procedures in collaboration with the Human Resources manager / Coordinator
  • Participates on recruitment activities:
    • Prepares the adverts and recruitment timeline for each position, and submit it to the HR Manager to open the recruitment and locally for employees in the bases
    • Screen applications and prepare the first long list of candidates and submit it to the HR Manager for revision
    • Calls the candidates to inform on the decision and confirms in writing (whether positive or negative) and organize the interview planning and grid .
    • Carry out the interviews with the managers for positions until level 2 and ensure the interview grid is completed
    • Prepares the final selection grid
    • Inform the candidates of the employment conditions and list of documents to provide
    • Checks the references and complete the reference form, informs HR manager
    • Prepares the job offer and send it to the HR Manager.
    • Once the candidate approves the job offer and has sent all necessary documents, inform the person on the next steps, drafts the contract with annexes for submission to the HR Manager to integrate the new employee.
    • call the candidate to confirm a starting date in writing.
    • Send the regret emails to the not selected candidates .
  • Supports the Human Resources Manager to prepare an onboarding planning with the managers for the newcomers (both international and national employees) and follows up briefings are completed.
  • Supports in the preparation of work employment contracts and amendments. Ensure employee files are complete, and documents signed and understood by the employees. Alert the HR Manager in case of issue.
  • Makes sure all employees are registered with the necessary administrations and organisms
  • Check that the documentation for Casual Workers submitted by managers is in compliance with national and MdM procedures and update the Casual Worker database .
  • Follow up , communicate and prepare reports on leaves and absences, per diem, official letters , work certificate , bank letters.
  • Prepares the timesheets and make it sign by all employees. If timesheets are coordinated at coordination level, prepare all Excel and PDF files and then send it to the base administrators to follow up on signatures.
  • Supports the Human Resources manager to follow that actions plans and annual appraisals are carried out
  • Supports the HR manager to get information , reports , Calculation on staff health insurance, workmen compensation agreement, and make any written communication with the insurance companies when needed.
  • Follows up on visas and work permit procedures for international staff with the support of the Human Resources Manager.
  • Prepares the end of contract documentation and submit it to the HR manager.
  • Prepare and update the monthly salary database ( Salary advance , unpaid leave ,paid leave , new allowances , rewards, deductions ,Tax report , new employees,etc).
  • Update the employee’s information and documents to the HR electronic system.
  • Perform Hard and soft archiving, which includes scanning and filing documents as required and treating them with confidentiality.
  • Responsible for following up all administrative contracts of the Mission and making sure all contracts are valid and alert the HR manager to the end dates.
  • Support for the general meetings , training and workshop sessions .
  • Checks all documentation is available in case of audits
  • Prepare and update the regular reports

CONDITIONS OF THE JOB:

  • Fixed Term contract .
  • Based In Ber Ziet .

SKILLS REQUIRED:

Mandatory :

  • Bachelor’s degree in business administration ,Human resources Management ,  Public Management, Law.
  • At minimum of 2 years in a similar position.
  • Technical expertise:
  1. Experience in implementing Admin and HR procedures
  2. Good understanding of humanitarian principles and ethics
  3. Ability to handle sensitive information with internal and external stakeholders
  • IT: Mastery of Office 365 and Emails .
    • Motivation & Adaptability

Motivation and ability to work in an international structure with colleagues from different cultures and backgrounds at INGO’s field .

  • Team building

Capable to prioritize and work cooperatively with colleagues at all levels ( Sound teamwork experience)

Desirable :

  • A minimum of 1 year of work experience with National or international NGOs .
  • Use of previous HR Software.
  • Languages:
    • Good in English
    • Native Arabic, or fluent

 

  • Soft Skills: 
    • Sense of initiative and confidentiality.
    • Rigor and organizational skills.
    • Negotiation skills (diplomacy).
    • Good writing and communication skills.
