MdM is a medical humanitarian NGO. Since 1980, MdM has worked independently around the world to guarantee universal and sustainable access to healthcare.
In Palestine, the objectives of the programs are to limit the medical impact of the restrictions in accessing medical care on the Palestinian population, to improve mental health and psychosocial care and to bear witness to the violations of the right to health.

JOB SUMMARY:
The Finance Assistant supports the Finance Manager in the day-to-day accounting management at coordination level, ensuring reliable accounting records, proper cash and bank management, timely processing of financial transactions, and compliance with MdM and donor financial rules and procedures.
- Ensure accurate, complete, and timely recording of all financial transactions at coordination level.
- Ensure compliance with MdM internal procedures, donor requirements, and local financial regulations. Contribute to transparent and efficient cash and bank management.
- Support timely and reliable financial reporting.
MAIN TASKS AND RESPONSABILITIES:
Financial and Accounting Management
- Record all financial transactions in the accounting system (Saga or other MdM-approved ERP), ensuring correct analytical, budgetary, and accounting coding.
- Translate & validate supporting documents (invoices, receipts, contracts) prior to accounting entry.
- Prepare and process payments (cash, bank transfers, cheques) in accordance with MdM procedures and authorization rules.
- Ensure timely monthly accounting closure in coordination with the Finance Manager and in line with MdM financial calendar and deadlines.
- Prepare and maintain accurate, complete, and well-organized financial archives (hard and soft copies) at coordination level.
- Ensure financial documentation is shared with HQ and/or other bases in accordance with MdM procedures.
- Prepare, coordinate, and process all financial transactions and bank transfer orders for Coordination, West -Bank (Nablus) and Gaza operations, including collecting and drafting required documentation, obtaining authorized signatures, scanning and submitting bank orders, liaising with the bank to follow up on execution, and returning formal confirmation to the base once transfers are completed.
Cash and Bank Management
- Manage petty cash at coordination level, including daily cash counts and reconciliations.
- Prepare regular cash and bank reconciliations and immediately report any discrepancies to the line manager.
- Monitor bank balances and support cash flow forecasting.
- Follow up on advances, ensuring timely liquidation and proper justification.
Payroll and HR-Related Financial Tasks
- Support the payment process of monthly payroll for national staff, ensuring accuracy and compliance with internal procedures and local regulations.
- Follow up on staff financial entitlements, deductions, and advances in coordination with HR.
Compliance, Internal Control, and Risk Management
- Ensure that all financial transactions comply with MdM policies, donor regulations, and local laws.
- Participate in the implementation and strengthening of internal control mechanisms at coordination level.
- Support internal and external audits by preparing documentation and providing clarification when required.
Coordination and Communication
- Liaise with field bases to support harmonized financial practices across the mission.
- Provide basic guidance to non-finance staff on MdM financial procedures when requested.
- Support translation of financial documents or explanations (Arabic/English) when required.
Security and Conduct
- Always respect and apply MdM security rules and procedures.
- Maintain strict confidentiality regarding financial data, staff information, and operational matters.

SKILLS REQUIRED:
Mandatory :
- Bachelor’s degree in finance, Accounting, Economics, or a related field. At minimum of 2 years in a similar position.
Desirable:
- Previous experience with an INGO/NGO.
- Experience working with multi-donor funding and complex budgets.
Technical expertise:
- Experience in implementing Finance and accounting procedures
- Good understanding of humanitarian principles and ethics
- Ability to handle sensitive information with internal and external stakeholders
- IT: Mastery of Office 365 and Emails.
- Familiarity with accounting or ERP systems (Saga or similar) is a strong asset.
- Solid understanding of accounting principles and financial procedures.
- Ability to manage financial documentation with a high level of accuracy and attention to detail.
