Mission of the position:
The national Chief Accountant is responsible for
- organising Member Association accountancy and ensuring that local legislative requirements and related SOS Children’s Villages standards are met
- training and developing accounting staff within the locations/facilities in financial tools, systems and processes
- conducting internal audits in all locations/facilities to ensure compliance with local and SOS Children’s Villages requirements
- supporting the development of internal finance policies and guidelines regulating processes related to finance as well as overall internal control system in line with the vision, mission, strategy, policies, and standards of the organisation
- preparing and providing all relevant financial and accounting information to national Finance Manager/Head of Finance
- keeping the National Office accountancy

Key performance areas and main responsibilities:
Budgeting and Budget Control
- Prepares National Office budget proposal
- Consolidates Member Association’s budget and submits it to NFCM
- Ensures technical correctness of the entire Member Association’s budget including chart of accounts application
- Prepares budget deviation information of the National Office
- Calculate various proposal/application budgets (e.g. grants, government subsidies) according to specific donor requirements
Accounting and Internal Control
- Ensures that the organisation uses the latest version of the SOS Children’s Villages accounting software
- Supports NFCM in developing and implementing an up-to-date documented system of accounting policies, financial procedures, internal control guidelines (in compliance with local regulations & SOS Children’s Villages standards) within the entire association
- Consolidates and ensures the correctness of the Member Association’s accounting data and statistical key figures according to local financial regulations as well as SOS Children’s Villages standards and guidelines
- Keeps the National Office accountancy as well as responsible for reporting to the local authorities (e.g. for accounting and statistics reporting)
- Supports NFM in conducting internal audits in all Member Association’s facilities
Reporting
- Supports NFCM in providing relevant financial information to specific deadlines as requested by different stakeholders
- Prepares financial reports related to projects (e.g. construction projects, projects financed by public grants etc.) according to existing SOS Children’s Villages standards and/or special donor requirements
Funds Management
- Prepares National Office liquidity plan
- Consolidates liquidity plans from facilities/locations (optional)
External Audit
- Prepares annual Financial Statements of the Member Association (embedded in an entire audit package according to both, national and SOS Children’s Villages standards)
- Supports NFCM with requested documents and reports and supports a smooth auditing process
- Checks draft audit reports to be in line with the accounting data
- Supports NFCM to prepare the Audit Progress Reports and to ensure the implementation of the Audit Management letter’s recommendations
Human Resources Development in Finance
- Supports NFCM in training and development of financial and other staff staff within all locations/facilities in finance related issues
Child & Adult, Funds and Asset Safeguarding
- Comply with the Code of Conduct, Child and Youth Safeguarding Regulation and Policy, Misconduct Incident Management Regulation; The Sexual Misconduct regulation (Prevention and protection against sexual harassment, exploitation and abuse, PSHEA), Anti-Corruption Regulation and follows all reporting and responding procedures.
- Responsible within own area of work to raise awareness of the child & adult principles and to prevent and protect children from all forms of abuse, abandonment, exploitation, violence and discrimination,
- Responsible within own area of work to raise awareness of the funds and assets safeguarding to maintain the highest standards of integrity, ethical conduct and professionalism.
- Supports programmes/projects in preventing and mitigating child & adult safeguarding risks for children & adults and in planning and providing rehabilitation support in child & adult abuse incidents.
- Supports programmes/project in preventing and mitigation risks of corruption.
- Reports immediately any child & adult, funds & asset safeguarding suspicion, concern, allegation or incident following Misconduct Incident Management Regulation
This position involves working with an NGO committed to children and human rights and is subject to strict safer recruitment checks. The successful candidate will be required to complete safer recruitment checks including criminal record and reference checks to help verify their suitability to work for SOS Children’s Villages. In addition to assessing candidates' ability to perform the duties of the post, in the selection process will be also explored the motivation and approach of the candidate to safeguarding.
Must criteria
- Degree in the field of Finance and/or Accounting
- Minimum 3-5 years working experience as a chief accountant and/ or in the field of finance
- Very good knowledge of local accounting law and tax regulations
- Very good knowledge of English
- Willingness to make a long-term commitment
- Critical thinking; accuracy; trustworthiness; resourcefulness
Competencies – knowledge, skills, abilities
- Excellent MS Office skills, MS Excel in particular
- Good communication skills
- Organisational skills
- Social competences and ability for team work
- Knowledge of planning – budgeting - controlling process
Preferred additional criteria
- Knowledge of/ experience in using D365
- Work experience in international organisations, preferably in the NGO sector
