Mohammed Bin Rashid Library was established by law no.14 in 2016 in line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai, to develop a knowledge society in Dubai and the UAE. As one of the most ambitious cultural and intellectual initiatives in the Arab world, the library's design was inspired by the 'Rehal', the traditional wooden book rest.
The Library aims to spark a passion for knowledge throughout UAE society, especially the youth, in addition to the conservation and promotion of Arabic literature, culture, and heritage by supporting and promoting reading, research, creativity, and entrepreneurship. Therefore, the Library offers free access to a unique collection of books and other knowledge resources.

Collect data and documents required for preparing the annual budget in coordination with all organizational units of the Library.
Enter and audit financial data in the accounting system, including invoices, deductions, revenues, and other expenses.
Monitor the utilization rates of the approved annual budget and record all financial movements in coordination with the organizational units, through the approved financial systems, ensuring their accuracy.
Prepare, review, and audit payment documents and required adjustments, and conduct monthly reconciliations of the Library’s accounts in accordance with applicable regulations and policies.
Provide financial information and data to support the preparation of responses to the Financial Audit Authority reports in line with approved procedures.
Manage and review cash transactions and reconcile both permanent and temporary petty cash advances.
Monitor and implement procedures related to creditors’ entitlements, disbursement operations, revenue collection, financial allocations, contracts, procurement processes, and penalty policies and procedures.
Participate in conducting periodic inventory of the Library’s warehouses and assets and prepare reports on the results.
Execute financial transfers, prepare technical reports related to budget items, and consolidate financial outcomes of all organizational units in accordance with approved procedures and authorities.
Provide data and analyses related to the effectiveness of spending policies, contractual plans, and financial analysis methodologies adopted by the Library, and submit them to the line manager.
Ensure alignment with all updates required in financial systems, and propose and apply optimal methods to develop financial processes and streamline procedures, in compliance with the Department of Finance requirements and International Public Sector Accounting Standards (IPSAS).
Establish and maintain an archiving system for all financial documents, records, and files.
Carry out any other tasks or responsibilities assigned by the direct supervisor, within the scope of work.
Bachelor’s degree in accounting, Finance, or a related field
7–10 years of progressive experience in accounting and finance
