Organizational Background

SHS, winner of the Nansen refugee award in 2011, for its dedicated work in providing the assistance to refugees and migrants who arrive in Yemen. SHS is a trusted implementing partner to more than 5 international organizations operating in Yemen.
SHS has built a strong career and trust among the local community and the international organizations through its tenure in providing assistance to the IDPs and most vulnerable groups.
Job Purpose / Objectives
The Finance Officer is responsible for supporting the financial management of the organization or project, ensuring accurate and timely processing, recording, and reporting of financial transactions in compliance with organizational policies and donor requirements. The role involves managing day-to-day financial operations, maintaining accounting records, assisting in budget monitoring, and supporting internal and external audits. The Finance Officer works closely with Project Manager to ensure proper financial planning and compliance, contributing to the overall efficiency, transparency, and accountability of the organization.
Key Responsibilities / Duties
Financial Management & Operations
- Maintain accurate financial records, including vouchers, invoices, receipts, and supporting documents.
- Process payments, reimbursements, and petty cash in accordance with SHS financial procedures.
- Ensure proper recording of all financial transactions in accounting systems.
- Monitor project expenditures against approved budgets and report discrepancies.
- Prepare monthly, quarterly, and annual financial reports.
- Ensure compliance with donor regulations, organizational policies, and accounting standards.
Budgeting & Reporting
- Assist in the development of project budgets and track budget utilization.
- Provide regular financial reports to Project Manager and Finance Manager.
- Prepare financial forecasts and cash flow plans.
- Contribute to the preparation of financial sections in donor reports as required.
Internal Control & Compliance
- Ensure adherence to SHS financial policies, procedures, and internal controls.
- Conduct regular verification of financial documents and reconciliations.
- Assist with internal and external audits, providing necessary documentation and explanations.
- Identify financial risks and propose mitigation measures to management.
Coordination & Support
- Collaborate with Project Manager to ensure financial compliance of activities.
- Provide guidance to project staff on financial procedures and documentation requirements.
- Support capacity building of staff in financial management, if required.
- Perform other duties as assigned by the Program Manager or Finance Manager.
Qualifications / Requirements
Education & Experience
- Bachelor’s degree in Accounting, Finance, or a related field.
- Minimum 2 years of relevant experience in finance, accounting, or auditing, preferably within an I/NGO or humanitarian context.
- Knowledge of accounting principles, financial management systems, and budgeting processes.
Skills & Competencies
- Strong analytical and numerical skills with high attention to detail.
- Proficiency in MS Office, particularly Excel; experience with accounting software is an advantage.
- Ability to work under pressure, meet deadlines, and manage multiple tasks.
- Strong interpersonal and communication skills, with the ability to work effectively in a team.
- Integrity, professionalism, and adherence to confidentiality standards.
- Fluency in Arabic (spoken and written) and good command of English.
