The Country Accounting Officer is responsible for managing accounting, cash flow, and financial records at the Country Office and the Migrant Center. This role ensures compliance with policies and local regulations, oversees banking operations, and supports audits. It also involves working closely with the finance, HR, and procurement teams to maintain accurate financial records and efficient operations.

Main Responsibilities of the Position:

1. Accounting and Cash Management

  • Handles the accounting and cash of the Country Office and the Migrant Center.
  • Ensures that cash, cash equivalents, and financial records are safeguarded and properly utilized in the Country Office and the Migrant Center.
  • Ensures regular reconciliation of accounts at the Country Office and the Migrant Center.
  • Ensures regular entry of accounting transactions and the scanning of the related supporting documents.

2. Auditing and Financial Documentation

  • Ensures financial accounting complies with JRS policies, procedures, and local legal requirements (taxes, social security, insurance where applicable).
  • Verifies, and correctly maintains JRS procedures, such as payments and other day-to-day financial transactions.
  • Reviews and checks the following :
  1. Vouchers, numbered and aligned with the system.
  2. Reconciliations (weekly): cash, payables, receivables.
  3. Bank reconciliations (monthly).
  • Ensures that all supporting documents are provided.
  • Manages assets at JRS Country Office and Projects.

3. Banking Operations

Manages the banking operations: payments, cash withdrawals, transfers, etc.

4. NSSF & MoF Compliance

  • Ensures, along with the  Country Accounting Coordinator and Country Human Resources Officer, the proper completion of registration and withdrawal of staff from NSSF.
  • Completes the "R3" official forms.
  • Completes the financial section of the electronic annual declaration for the MoF.

5. Accounting Software Management

Ensures the timely entry of accounting transactions into the JRS accounting software, under the supervision of the Country Accounting Coordinator.

6. Audit Preparation

Assists the Country Accounting Coordinator in the preparation of annual audit and periodical donor audits.

7. Regular Communication

Communicates regularly with the Country Accounting Coordinator, informing him/her on all major issues.

8. Support to Logistics and Procurement

Assists the logistics and procurement teams as necessary.

9. Additional Duties

Conducts any other related tasks, as assigned by the Country Accounting Coordinator or the Country Head of Finance, that are within the ambit of the position.

Qualifications, Skills, and Personal Attributes

  • A university degree in Accounting, Economics, Finance, or related field.
  • Minimum of 1 to 2 professional years of experience in the field.
  • Demonstrated strong analytical, strategic thinking and planning skills.
  • Knowledge of English and Arabic, both written and spoken is required.
  • Ability to travel internally to different projects' locations.
  • Excellent skills in Microsoft Office (Word, Excel, etc.).
  • Demonstrated experience in working on accounting software (Navision, Dolphin, etc.).
  • Ability to work in a multicultural environment.
  • Ability to perform under pressure, work independently and respect deadlines.
  • Previous experience in the humanitarian sector is a plus.
