Finance Manager - West Bank & Jerusalem

Main Job Purpose:

The Finance Manager is responsible for overseeing and managing the organization’s financial activities, ensuring financial integrity, compliance, and effective financial management to support the successful implementation of humanitarian and development projects.

General Duties/Responsibilities:

  • Lead the development of annual budgets, financial plans, and project BVAs in collaboration with program teams, and monitor budget performance against actual expenditures, including proactive identification of variances and recommending corrective actions.
  • Oversee cash flow forecasting, payments, banking, and liquidity, ensuring financial resources are safeguarded and policies followed.
  • Oversee accurate accounting, reconciliations, financial statements (balance sheet, income statement, cash flow), and year-end closing.
  • Prepare timely and compliant financial reports for management, partners, and donors, ensuring compliance with reporting standards. Review, validate, and provide feedback on partner financial reports, ensuring alignment with donors and internal regulations, and providing oversight and capacity building where needed.
  • Ensure donor compliance, eligibility of costs, and adherence to reporting deadlines.
  • Manage the financial aspects of grants and contracts, including proposal budgets, monitoring expenditures, and ensuring compliance with donor requirements.
  • Develop, implement, and regularly update internal finance policies and SOPs to standardize procedures, strengthen compliance, and align with donor and organizational requirements.
  • Strengthen internal controls, oversee risk management (including maintaining a finance risk matrix), and promote a culture of compliance and ethics.
  • Ensure fair cost allocation across projects, establish and monitor cost-sharing methodologies, and ensure proper documentation, and safe archiving of financial records (hard and soft copies).
  • Collaborate with procurement to ensure financial compliance in procurement and contracts, reviewing, validating, and approving relevant financial documentation.
  • Supervise, mentor, and build the capacity of finance staff, promoting professionalism, accountability, and continuous learning.
  • Coordinate internal and external audits, including donor audits, and ensure timely implementation of recommendations.

Qualifications and Education Requirements:

  • Advanced degree in accounting, finance management, or any other relevant qualification.

General Work Experience:

  • Minimum 5 years of progressive experience in financial and administrative management within INGOs or similar organizations.
  • Extensive experience working with computerized accounting and administration systems.
  • Strong Knowledge of donor compliance, grant management and financial reporting

Skills:

  • Proven leadership, capacity building, and the team management skills.
  • Excellent communication, problem solving, training/capacity building and analytical skills.
  • Ability to adapt and work under constraint, under pressure and in complex and multicultural contexts.

Languages:

  • Strong written and spoken Arabic
  • Strong written and spoken English
