Who are we?
The Danish Refugee Council (DRC) is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations based on humanitarian principles. Our response in the occupied Palestinian territory is centred on empowering conflict affected communities to meet their basic needs and promoting safety and dignity by addressing protection risks. Operating from two hubs in Deir al Balah and Gaza City, and with a coordination office in Ramallah and a representation office in East Jerusalem, the DRC maintains an active presence with over 30 national and international staff and four civil society partners. DRC now aims to grow our operation into a Country Office, as part of the Middle East Hub, which also comprises Türkiye, Yemen, Syria, Iraq, Lebanon and Jordan.
About the job
The Finance Coordinator is responsible for ensuring that the staff are following the policies and guidance with DRC's Operations Handbook, internal guidelines, and donor requirements. Participate in proposals and prepare donor financial reports. Strengthening procedures and control, conducting spot checks and reviewing the transactions regularly. Support the Head of Support Services in the financial management and master budget planning.
About you
To be successful in this role we expect the following:
- Advise and provide support in monitoring and overseeing the financial management for all activities in DRC oPt including the oversight of financial expenditure and accountability; undertake preliminary financial analysis of projects in the Country Office.
- Provide input for and coordinate the preparation of donor financial reports in accordance with DRC regulations and established procedures.
- Evaluate the data and ensure that accounting data is properly entered in ERP/Dynamics, in accordance with DRC financial rules and practices, and maintain accurate records of ERP/Dynamics entries including hard copies of all vouchers and supporting documentations.
- Review the monthly accounting returns for accuracy and ensure that these are submitted on a timely basis and are completed according to DRC Policies and Procedures.
- Assist in forecasting cash flows according to activities in the Country Office and ensure daily control of funds disbursed; verify that funding is received in accordance with donor agreements.
- Support the Head of Support Services in planning the master budget for the Country, monitor budget control and analyze variances between budget and actual expenditures, and assist in the preparation of budgets for new programmes.
- Inspect payroll and support costs versus budgets, ensuring that salaries and support costs are correctly allocated to projects consistent with DRC's fair share allocation policy.
- Provide support and information to SMT throughout the project cycle to enable compliance with DRC’s policies and procedures and any donor-specific requirements.
- Make recommendations on procedural improvements and train national staff in the relevant areas of accounting and finance. Facilitate and support knowledge building and sharing in accounting and finance.
- Liaise with other internal functional units of the Country Office, and support the Head of Support Services and Liaison Coordinator, and Grants Coordinator in liaising with banks, donors and government counterparts, auditors and other stakeholders as required in the performance of the accounting function.
- Liaise with relevant units at HQ with regard to the accounting and financial activities of the Country Office.
- Supervise and train finance staff on DRC financial policies and procedures.
- Provide internal capacity building and capacity building to local partners
- Perform such other related duties as may be assigned.

Experience and technical competencies:
- Minimum 3-5 years' of international practical experience in financial management
• Proven experience in managing large budgets
• Competence in providing technical guidance and training
• Proven experience in working with national partners, local/government authorities
• Working experience with relevant donors (e.g. ECHO, DANIDA, SIDA, GIZ, FCDO, UN donors etc)
• Advanced proficiency in Excel
Education:
Degree in Finance/Accounting or Business Administration
Languages:
- English fluent
- Arabic essential
