Responsibilities

General responsibilities

The Finance Assistant works under the supervision of the Finance Officer and Finance Manager to implement financial and accounting procedures for the NPA Syria Programe. (But not limited to)

Specific duties

Ensure adherence to NPA and donor policies, guidelines, and procedures in addition to adherence to relevant national and local legislation, especially local tax law and tax reporting.

Ensure that they fully understand NPA QMS and donor policies and procedures related to his/her position.

Receive documentation for cash payments, ensuring that all documentation is submitted in accordance with NPA and donor policies, and costs are approved by the manager authorized for such approvals.

Maintain financial records and the financial system, which conform to the NPA’s accounting standards and practices.

Maintain a Bank account, responsible for preparing bank payments and reconciling with the bank statement regularly, at least monthly, after collecting the bank statement.

Review all the supporting documents and ensure that all necessary authorizations have been obtained before payment.

Handling of cash box, maintaining daily cash book, physically and electronically, and timely submission of all cash book documentation and payments to the Finance Officer

Ensuring that the cash book balances at all times match the amount found in the cash box during regular or surprise petty cash count.

Conduct timely scanning and documentation, and upload documentation into the NPA financial system.

Assist the Finance Officer in the timely preparation of vouchers, ensuring that all supporting documents are provided by logistics and attached to the vouchers.

Assist the Finance Manager and Finance Officer in coordination with NPA bank(s) in the country and ensure timely payment, transfers, and withdrawals of cash.

Assist the Finance Manager and the Finance Officer in the planning and budget process, and other financial analyses.

Assist the Finance Manager and the Finance Officer in following Actuals against Budget on a monthly basis.

Assist the Finance Manager and Finance Officer during internal and external audits in-country and follow up on recommendations.

Assist the Finance Manager and Finance Officer in managing the cash flow and ensure there is adequate cash in-country for activities/operations.

Assist the Finance Officer in the preparation of the Total Balance Reconciliation (TBR).

Assist the Finance Manager and Finance Officer in the month-end and year-end financial closing process.

Provide practical recommendations to the Finance Manager and Finance Officer to improve internal control weaknesses and inefficiencies.

Participate in weekly coordination meetings within the Financial Department. Assist in reviewing and investigating financial errors reported.

Participate in regular meetings with Logistics.

Report to superiors any irregularity noticed in documentation submitted for payment.

Conduct other duties as assigned by the Finance Manager.

Qualifications

University degree/diploma in Business Administration, Accounting, or Finance, or related field.

Good knowledge of accounting and finance matters

Excellent cooperation ability, both with national and international personnel

Good written and spoken English, Arabic.

Familiarity with commonly used computerized accounting software

Communicative, mature, and responsible

Minimum two years of experience in a role relevant to accounting, cash handling, or other relevant field.

Previous work experience in a humanitarian organization and in insecure environments, and able to work effectively under difficult conditions.

Experiences with accounting systems, payroll preparations, and payments are desirable.

Strong communication and interpersonal skills.

Systematic and organized in approach, including accuracy, consistency, attention to detail, tenacity, and the ability to work under pressure.

Ability to meet deadlines and work calmly under pressure with limited supervision.

Willingness & ability to travel within inside & outside the country

Excellent health.
