الوصف: 

1. Purpose

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.

In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.

CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.

4. Specific Duties and Responsibilities

Job Responsibility 1: Feedback and Accountability Mechanisms (30%)

  • Oversee and ensure accountability assistants/volunteers actively respond to all feedback channels (hotline, helpdesk, field visits, WhatsApp, email, in-person, feedback boxes, etc.) in a timely manner.
  • Ensure accurate registration, categorization, and follow-up of feedback, complaints, and requests.
  • Monitor timeliness and quality of responses and escalate issues when required.
  • Handle major complaints by contacting the complainant, ensuring appropriate referrals, and maintaining confidential and timely follow-up until case closure.
  • Develop new accountability tools and update existing ones based on need.

Job Responsibility 2: Information Sharing and Accessibility (15%)

  • Ensure project participants have access to accurate and timely information on services, entitlements, and complaint channels.
  • Ensure service maps and other online information are regularly updated and accessible to community members.
  • Develop and review information materials (posters, flyers, banners, broadcast messages).
  • Monitor accessibility of accountability mechanisms for women, men, girls, boys, persons with disabilities, and other vulnerable groups.

Job Responsibility 3: Protection and Referrals (15%)

  • Ensure referrals are conducted professionally, within agreed timeframes, and through the appropriate referral pathways.
  • Ensure confidentiality and safeguarding principles are upheld in all accountability processes.
  • Coordinate with partners to follow up on referrals and feedback and ensure proper case closure.

Job Responsibility 4: Team Management and Capacity Building (15%)

  • Supervise and support a team of assistants and volunteers.
  • Organize volunteers’ schedules, timesheets, and tasks to ensure equal distribution of workload. 
  • Develop and deliver trainings on accountability internally and to partners.

Job Responsibility 5: Reporting and Donor Communication (15%)

  • Consolidate data and feedback into professional reports for donors and senior management.
  • Summarize participant feedback and highlight key findings, challenges, and recommendations.

Job Responsibility 6: Cross-Cutting Tasks (10%)

  • Act as focal point for accountability and AAP across projects and emergency responses.
  • Ensure accountability and feedback mechanisms remain functional and adapted during crises.

5. Qualifications / special skills or knowledge

a. Skills & knowledge:

  • Experience in AAP, referrals, and MEAL.
  • Extensive knowledge in protection, survivor-centered approach, PFA, and similar field/position is preferrable.
  • Extensive experience interacting with and relating to gender professionals and international stakeholders at senior level.
  • Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks.
  • Motivated self-starter who enjoys working in a collaborative and international environment

b. Experience:

At least   1-3  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on gender and protection, FSL, WASH, and Shelter.

c. Academic background:

Master’s degree in one or several of the following areas: social work, humanitarian/development studies

d.Languages:

English and/ or Arabic are the working language of CARE International in Lebanon.

Knowledge of other languages is an asset.

6. Other contract elements

Benefits: Social security/Health Insurance & Transport allowance.

The direct supervisor reserves the right to adapt this job description at any time during employment according to needs.

Any extension of this contract is dependent on performance review and funding availability.
