Main Purpose
Implement general administrative procedures in order to ensure documentary traceability as well as compliance with local labour and fiscal regulations, under the HR Coordinator’s supervision. 
Accountabilities
- Following the HR Co’s instructions, supervise that the internal regulations are followed in the mission in order to ensure both tax and labour regulation compliance  
- Inform all the new staff on Staff Regulations, HR policies and regulations and/or living conditions in order to facilitate staff integration and their security.  
- Execute, under the HR Coordinator supervision, employee contract related activities (file opening and formal documentation archiving, personal data updating, amendments, termination dates supervision, etc.) in order to ensure legal compliance.  
- Present and explain contract terms and the content of Internal regulation (rights and obligations) to newly recruited personnel in order to ensure legal compliance and local integration.  
- Collect the variable pay slip elements on Homere (paid holidays, sick leave, unpaid leave, etc.) in order to ensure accurate and on time payroll payment.  
- Supervise the payroll process, checking the list of employees and amounts payable (variable pay, taxes, social securities contributions, etc.) in order to ensure accuracy and on-time payroll payment.  
- Follow-up cost of living on a regular basis.  
- Support PAM/PDM to register applicants to training activities and help the PAM/PDM to evaluate the results in order to improve return on training expenditures.  
- Support the Coordinators and HR Coordinator to draw up annual holiday planning in order to schedule staff shifts and cover operational needs.  
- Supervise project budget execution in order to detect deviations and recommend corrections.  
Context Specific Accountabilities:
- Update the HR database and personal files to keep them up-to-date in order to facilitate HR processes management. 
- Ensure an efficient archive and filing system (physical and shared electronic files) of employees’ files at Coordination level. 
- With the support of the PAM, to supervise the cook/cleaner & Cleaner in some cases daily worker cleaner), including food box management and accountability for coordination office.  
- Follow up all expiring rental dates and inform the HR Coordinator and Log Coordinator in order to leave enough time to arrange a renewal or look for some other alternative 
- Make all administrative information available to the staff (posting, meetings, etc.), support HR Coordination team in translating documents into local language and assist in meetings upon request. 
- With PAM, ensure regular update of SOPs for Jerusalem tax and payroll management 
- Manage Jerusalem monthly food basket and organigram update. 
- Additional HR/ Admin tasks delegated by HR Coordinator/Deputy. 
- Upon request HOM or HR Coordination/Deputy’s request, translate written documents and support for oral translation (recruitment, communication with the staff or with Palestinian or Israeli authorities). 
Specific accountabilities related to Transit, Movements and Immigration 
- Work closely with HR Coordinator and Amman intersectional Admin Transit for the management of staff movements, between Jordan and Israel/West Bank, according to MSF's standards and procedures and according to the local legislation in order to ensure the smooth running of MSF's activities.  
- Being responsible for all administrative tasks required for personnel transiting through the capital, including transportation, preparation and scan/filing of IMS documentation/administrative documents according to MSF standards and local legislation (MSF cards, Missions orders, visas etc.), financial matters and lodging. 
- Ensure with the Log department that staff travelling through the capital is picked up, has appropriate papers and a place to stay. 
- Overseeing the preparation of the welcome package, perdiem, modes of telecommunication, and housing/room assignments ensuring proper management of guesthouses (furniture, cleaning, food) 
- Ensure that all staff have valid work, stay, travel permits. Be responsible for West Bank Visa application and extension for all the IMS based in the West Bank, in close relation with Nablus Admin, intersectional Ramallah HoM Assistant and HR Coordinator. 
- Ensuring the update of movement-related tools, and Mission contact information and their regular distribution. 
- Ensuring contact with external partners to stay informed on policies and procedures related to movements, entry/work regulations (immigration, UN, airline companies…) for Israel and the West Bank

Education: Desirable, degree in HR, labor law, business or administration related studies. 
Experience Mandatory: 
- Essential, working experience of at least two years in relevant jobs (HR management or related field
- Desirable experience with MSF or other NGOs in developing countries
Languages Mandatory:  Fluent spoken and written English and Arabic. Hebrew working knowledge required 
Knowledge: Essential computer literacy (word, excel, internet, sharepoint, Homère)
