Title: HR Officer
Reports to: HR & Administrative Manager
Duration: 12 Months (renewable)
Duty Station: Gaza Strip

- ORGANISATIONAL CONTEXT
Palestinian Environmental Friends (PEF) is a leading non-profit organization established in 1998 by a group of Palestinian experts committed to environmental and natural resource issues. Guided by the values of creativity, dignity, and transparency, PEF strives to ensure a green and healthy environment for present and future generations.
Operating across the Gaza Strip, PEF addresses key areas, such as climate change, green practices, water and wastewater management, solid waste management, food security and livelihoods, shelter, education, public health, infrastructure development, and capacity-building initiatives. Additionally, PEF conducts community awareness campaigns to promote environmental sustainability. Through its efforts, PEF contributes to environmental and cultural preservation, supports the sustainable use of local resources, and strengthens the connection between Palestinian communities and global environmental and development goals.
- JOB PURPOSE
The HR Officer is responsible for supporting high-quality human resource management across PEF. This includes recruitment, onboarding, employee relations, HR data management, contract administration, performance management support, and ensuring compliance with PEF policies, labor laws, and donor requirements.
The HR Officer works under the supervision of the HR & Administrative Manager, coordinating closely with project coordinators, finance, and other departments to ensure transparent, efficient, and compliant HR processes that support staff well‐being and organizational performance.
General Responsibilities:
- Represents PEF professionally and upholds its HR policies, ethical standards, safeguarding principles, and organizational values.
- Ensures compliance with PEF HR procedures, national labor laws, donor regulations, and internal HR standards.
- Maintains the confidentiality, integrity, and accuracy of all HR records and sensitive staff information.
- Supports the implementation of PEF’s HR strategy, staffing plans, and workforce management systems.
- Contributes to improving HR procedures, tools, templates, and digital HR systems to strengthen HR compliance and service delivery.
- Ensures proper authorization processes, transparency, and adherence to internal controls in all HR transactions.
- Works collaboratively with other departments to align HR operations with programmatic and administrative needs.
- Maintains organized and updated HR files, staff databases, and documentation in both hard and digital formats.
- Identifies potential HR risks or compliance gaps and reports them to management with suggested corrective actions.
Financial Operations & Monitoring (70%)
- Coordinates end-to-end recruitment processes, including job postings, screening, shortlisting, testing, interviewing, reference checks, and selection documentation.
- Supports onboarding and induction processes for all new staff, ensuring timely orientation on PEF policies, safeguarding, HR procedures, and organizational culture.
- Prepares, reviews, and maintains employment contracts, extensions, amendments, and job descriptions in line with PEF policies and labor regulations.
- Maintains HR databases, personnel files, attendance records, leave balances, and HR tracking sheets, ensuring accuracy and up-to-date information.
- Monitors staff probation periods, contract expiration, performance deadlines, and renewals, and alerts managers in advance.
- Supports the monthly payroll process by verifying attendance, benefits, deductions, consultant agreements, and updating HR data in coordination with the Finance Department.
- Handles staff movement processes, including onboarding, transfers, promotions, separations, exit interviews, and final clearances.
- Provides guidance to staff on HR policies, entitlements, benefits, and administrative procedures.
- Ensures proper documentation for work permits, IDs, governmental requirements, training records, and other mandatory HR documentation.
- Supports performance management cycles by coordinating evaluations, reminders, feedback documentation, and capacity-building plans.
- Assists in resolving HR queries, staff issues, and employee relations concerns in coordination with the HR & Administrative Manager.
- Ensures HR archiving, digital record‐keeping, and documentation follow PEF internal controls and donor requirements.
- Performs any HR-related tasks requested by the HR & Administrative Manager to support organizational HR operations.
Program Quality & Donor Compliance (25%)
- Ensures HR documentation complies with donor rules, national legal standards, and internal HR policies.
- Supports external and internal audits by preparing HR documentation, staff files, HR reports, and responding to HR-related inquiries.
- Supports workforce planning, staffing projections, and HR analysis to improve HR decision-making and resource allocation.
- Assists in preparing HR reports, staff lists, turnover summaries, training records, and compliance trackers for management and donors.
- Works with MEAL, finance, and program teams to ensure HR data aligns with reporting requirements and project staffing structures.
- Identifies HR compliance risks and supports management in implementing corrective and preventive actions.
- Supports HR capacity building, including staff induction materials, training coordination, and updating HR manuals and guidelines.
Other (5%)
1. Performs any additional HR tasks assigned by the HR & Administrative Manager that support organizational HR management.
2. May occasionally be required to work on weekends or public holidays, for which compensatory time off will be provided per PEF policies.

- JOB REQUIREMENTS
Educational Qualifications
- Minimum: Bachelor’s degree in Human Resources, Business Administration, Management, or a related field.
- Maximum: or equivalent advanced qualification in a relevant discipline.
- Preferred: Professional HR certification (e.g., SHRM, CIPD) or relevant postgraduate qualification.
Practical Experience
- Minimum 5 years of professional HR experience, preferably in NGOs or donor-funded programs.
- Experience in recruitment, HR administration, employee relations, and HR documentation.
- Experience supporting payroll processes and HR compliance activities is an asset.
- Knowledge of labor laws, HR standards, safeguarding, and NGO HR policies.

Compensation & Benefits
- The monthly salary for this position ranges between 1,500 USD and 1,800 USD, based on qualifications and experience.
