FINANCE OFFICER (West Bank – Palestine)
CONTEXT AND BACKGROUND
Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intends to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF provides its help in respect of cultural diversity, without any distinction of origin, religion, or gender. SIF Palestine Mission was established in 2008 and since then, it has set up many concrete activities in order to help in a large scale and developed a comprehensive knowledge of the local context and understanding of local needs.
ROLE IN THE ORGANIZATION
Based at the SIF office in Ramallah, the Finance Officer contributes directly to the reliability and efficiency of day-to-day financial operations supporting SIF projects and support services implemented in the West Bank.
Under the hierarchical and technical supervision of the Finance Manager, the Finance Officer is responsible for supporting the implementation of SIF financial procedures at field level, ensuring accurate accounting, timely processing of financial transactions, and proper financial documentation in line with SIF internal regulations, donor requirements, and applicable national legislation.
The Finance Officer plays a key operational role in maintaining robust financial systems, supporting budget monitoring for projects, and facilitating coordination between finance, programs, logistics, and administration teams. The position is strictly financial in nature and does not include Human Resources responsibilities.
Child Safeguarding Risk Level:
As part of the implementation of the Child Safeguarding Policy (CSP), this position involves access to personal and confidential data related to children, notably in the context of financial processing, payments, and financial documentation linked to child-focused projects.
The position does not involve direct or regular contact with children; however, the Finance Officer is required to comply strictly with SIF’s Child Safeguarding Policy, data protection principles, and confidentiality requirements at all times.
Accounting Operations & Transaction Processing
Process and verify all financial transactions (cash and bank) in accordance with approved budgets, SIF procedures, and donor requirements.
Record all financial transactions accurately and in a timely manner in the accounting system (cash, bank, and journal entries).
Ensure correct budget coding, project allocation, and availability of complete supporting documentation for all expenditures.
Maintain the general ledger and ensure proper classification of expenses.
Prepare and follow up on advances, ensuring timely clearance and compliance with procedures.
Cash & Bank Management
Manage petty cash in line with SIF rules and perform regular cash counts.
Update cashbooks and bank books on a daily basis.
Prepare monthly cash and bank reconciliations and submit them to the Finance Manager for validation.
Monitor cash balances and inform the Finance Manager of any discrepancies or anticipated cash needs.
Financial Reporting, Compliance & Audit Support
Assist in monthly and annual financial closures and the preparation of supporting documents for submission to HQ.
Contribute to internal financial reports (monthly and quarterly) for management review.
Support internal and external audits by preparing, organizing, and providing financial documentation, under the supervision of the Finance Manager.
Ensure systematic and secure archiving of financial documents (hard and soft copies) in line with SIF standards.
Ensure compliance with SIF internal regulations, donor guidelines, and applicable national financial and tax regulations.
Budget Monitoring & Program Support
Support program teams in budget follow-up, including expenditure tracking and variance analysis.
Prepare budget follow-up tables and financial clarifications as requested.
Provide timely and accurate financial information to support program implementation.
Flag any budgetary risks, inconsistencies, or deviations to the Finance Manager.
Partner Financial Support (if applicable)
Support the Finance Manager in reviewing partners’ financial documentation and expenditures.
Assist in verifying the eligibility, accuracy, and completeness of partners’ financial reports and supporting documents.
Contribute to partner financial capacity support activities when requested.
Coordination & General Duties
Work closely with program, logistics, and administration teams to ensure smooth financial operations.
Proactively inform the Finance Manager of any financial, accounting, or compliance issues.
Perform any other finance-related duties assigned by the Finance Manager, consistent with the scope of the position.

Being an association with limited resources, versatility and flexibility are necessary in order to overcome any difficulty, temporary and exceptional.
The management may thus ask any employee to perform tasks outside this job description and corresponding to your qualification or to be available during campaign periods, outside the working hours and/or days of the employment contract, in compliance with the legislation in force.

Job Requirements
Bachelor’s degree in Accounting, Finance, Economics, or a related field.
Solid knowledge of accounting principles and financial procedures.
Hard Skills
Proven experience in accounting operations, cash management, and financial record-keeping.
Good knowledge of computerized accounting systems (SAGA or similar ERP is an asset).
Strong proficiency in MS Excel and good general computer skills.
Good understanding of donor compliance and financial procedures.
Knowledge of Palestinian financial and tax regulations is an asset.

Working Conditions
• Position based in: Ramallah - West Bank Office – Palestine Mission
• Type of contract : fixed contract , full time
• Travels : Locally, within governorates in West Bank , and ability to travel under the particular
travel requirements of the assignment (if required).
