EcoPalestine is seeking to hire a Human Resources and Executive Support Officer to primarily support the Director of EcoPalestine, while also leading all core Human Resources functions for the organization and contributing to a positive and well-organized work environment. 

Reporting to: Palestinian Director, working closely with the Deputy Director

Contract Duration: One year, with the possibility of extension
Duty Station: Ramallah, Palestine

Human Resources Duties and Responsibilities

  • Prepare, update, and revise job descriptions in coordination with relevant supervisors
  • Advertise vacant positions and manage the recruitment process, including shortlisting, interview coordination, reference checks, and preparation of offers and employment contracts
  • Coordinate onboarding and orientation for new employees and support training for existing staff
  • Follow up on employee health insurance and work-related accident insurance files
  • Maintain organized and up-to-date HR filing systems (electronic and hard copy), ensuring confidentiality and accuracy
  • Monitor employee attendance, timesheets, leave balances, and monthly HR reports for payroll processing
  • Support the implementation of staff development, wellbeing, and capacity-building initiatives
  • Coordinate annual staff performance evaluation processes
  • Implement annual employee satisfaction surveys in coordination with the MEAL team
  • Safeguard Code of Conduct and the organization’s policies and procedures and maintaining a safe and positive work environment
  • Propose updates and improvements to HR policies, procedures, and tools related to recruitment, remuneration, disciplinary measures, and staff development
  • Review the HR Manual annually and coordinate updates and Board approval as required
  • Prepare and disseminate internal announcements and staff communications
  • Perform any other HR-related duties as requested by the direct supervisor

Executive Support to the Director:

  • Provide high-level administrative support to ensure the efficient functioning of the Palestinian Director’s office
  • Manage and coordinate the Director’s schedule with discretion and professionalism
  • Coordinate regular and ad-hoc meetings (Senior Management Team, Board, and staff meetings), including scheduling, agenda preparation, documentation, follow-up actions, and minutes
  • Prepare briefing materials, presentations, and background documents for the Director
  • Coordinate travel arrangements and logistical support for the Director
  • Assist in drafting and editing official correspondence in Arabic and English
  • Support the Director in drafting and editing reports, concept notes, and proposals
  • Coordinate Board of Directors’ meetings, including preparation of minutes, collection of signatures, and secure filing of records
  • Liaise with the organization’s legal advisor regarding annual reporting requirements to the Ministry of Interior

Communication and Information Management

  • Screen and manage incoming and outgoing communications for the Director, ensuring appropriate follow-up and prioritization
  • Facilitate effective communication between the Director, staff, and offices regionally
  • Maintain organized, up-to-date electronic and hard-copy filing systems
  • Ensure the secure handling of confidential and sensitive information
  • Answer phone calls, schedule meetings, and assist visitors
  • Support logistical and preparatory arrangements for conferences, events, and workshops

Main Skills and Requirements

  • University degree in Business Administration, Public Administration, Human Resources, or a related field
  • Minimum of three (3) years of relevant administrative and/or HR experience, preferably within an NGO or international organization
  • Fluency in Arabic and English (written and spoken)
  • Demonstrated ability to handle confidential information with discretion and professionalism
  • Strong organizational skills with the ability to manage multiple tasks and priorities
  • Excellent written and verbal communication skills
  • Ability to work effectively in a multicultural and multi-ethnic environment
  • Proactive, self-motivated, and committed to continuous self-development
  • Proficiency in MS Office applications (Word, Excel, PowerPoint), Google Workspace tools, Zoom, and other communication platforms
  • Strong internet and email management skills
