Finance Officer
Contract duration: December 31, 2026 with possible renewal upon fund availiblity.
Location: based in Ramallah

Global Communities is seeking a Finance Officer for The Food Security Program in the West Bank and Gaza. The FSP is dedicated to enhancing food security and strengthening resilience among vulnerable communities. Funded by the World Food Programme (WFP), the program delivers multi-sector food assistance through multiple integrated activities designed to ensure access to nutritious food, protect and restore livelihoods, enhance productive capacities, and strengthen community resilience against food insecurity and shocks.
Key responsibilities: The Finance Officer will support the Finance Director in the day-to-day financial management and accounting operations of the FSP program, ensuring full compliance with WFP and Global Communities policies, procedures, and applicable regulations. Specific responsibilities include the following:
Budgeting and Financial Planning:
- Assist in preparing project budgets in line with donor requirements and organizational guidelines.
- Coordinate with program teams to develop realistic activity-based budgets.
- Support monitoring budget utilization and ensure expenditure remains within approved limits.
- Contribute to financial planning and forecasting in coordination with the Finance Director.
Financial Monitoring and Reporting:
- Monitor expenditures against budgets and provide regular financial updates to program teams.
- Prepare timely and accurate internal and donor financial reports in accordance with reporting deadlines.
- Analyze financial data to identify variances, trends, and potential risks, and recommend corrective actions.
- Review partners’ financial reports and support documentation for accuracy and compliance.
- Participate in field visits to partners for financial monitoring when required.
Grants and Compliance Management:
- Support administration of partnership grants and financial agreements throughout the project lifecycle.
- Ensure compliance with donor regulations, organizational policies, and grant terms.
- Conduct financial capacity assessments of partners (pre-award assessments).
- Review financial liquidations and provide feedback for corrections where needed.
- Support grant audits and external reviews by providing accurate documentation.
Accounting and Financial Records:
- Maintain accurate accounting records in the financial system in accordance with accounting standards and Global Communities FFAM.
- Prepare regular bank reconciliations.
- Maintain proper archiving of financial transactions and master files.
- Assist in annual and project audits and prepare audit samples.
Payments and Cash Management:
- Review and process payment requests, ensuring completeness and compliance.
- Prepare checks and wire transfers and process payments through the Integra system.
- Ensure proper authorization and signatories before releasing payments.
- Deliver payments to vendors when required and ensure proper receipts are obtained.
- Manage petty cash, including disbursement, reconciliation, and documentation.
Payroll and Statutory Compliance:
- Process payroll, including salary calculations and deductions in accordance with applicable laws.
- Calculate employee benefits, severance, and allowances.
- Ensure accurate tax withholding and timely remittance to the Ministry of Finance.
- Maintain payroll documentation and records for audit purposes.

Required skills and qualifications
- A bachelor’s degree in Accountant, Finance, or a relevant field.
- A minimum of 5 years of relevant experience, working with international development organizations is preferred.
- Demonstrated experience and understanding of relevant local laws, regulations, and policies is required.
- Evidence of practical oral and written communication skills; strong interpersonal and analytical skills. Experience with generally accepted accounting practices and principles.
- Excellent command of Excel and other database applications.
- Computer/word processing and standard office software skills.
- Good command of spoken and written English and Arabic.
