About Solidarités International  

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.

About the position 

Job title: : HP team Leader  

Post location: Gaza Strip, office in Deir Al-Balah 

Starting date: 15th April 2026 

Contract duration: 6 months renewable according to funding 

Job Summary: 

The Hygiene Promotion team leader is responsible, with the help of the team they supervise, for carrying out hygiene-related activities under their responsibility.  

In this capacity, they ensure a significant presence in the field. 

The Hygiene Promotio 

NEEDS ASSESSMENT  

  • Participates in the preparation, implementation, and drafting of needs assessments and any technical studies specific to the activities under his/her responsibility. 
  • Provides the first level of analysis of the data collected by his/her team and ensures that it is used to ensure the quality and relevance of the activities under his/her responsibility (internal/external referencing, etc.). 
  • Communicates to N+1 any proposals for adjustments to the activities under their responsibility (methods, approaches, etc.).  

OPERATIONAL PLANNING AND CONTROL  

  • Coordinates his/her team to ensure the smooth running of the activities under his/her responsibility, in accordance with the IS strategy and schedule, the technical requirements of SI and the country of intervention, SI procedures and donor criteria. 
  • Plan on a weekly basis and supervise on a daily basis the implementation of activities under their responsibility, in close coordination with the SERA, administrative, financial, HR, logistics, and security departments (activity schedule, sources of verification, management of financial advances, recruitment of day laborers, stock entries and withdrawals, selection and monitoring of suppliers, etc.) and the functional manager.
  • Controls each stage of the implementation of activities under his/her responsibility (compliance with targeting criteria, follow-up of recommendations, quality and timely management of purchases, etc.). 
  • Controls the quality of the methods used, the tools completed, and the documents drafted by his/her team (conducting surveys, collecting and entering data, databases, lists of beneficiaries, etc.). 
  • Applies and ensures compliance with safety rules on construction sites. 

OPERATIONAL IMPLEMENTATION AND MONITORING 

  • Participates in the review of BoQs and the management of purchases (cash/coupons, in-kind kits, etc.), in accordance with the needs identified with the communities and the plans established with them. 
  • When necessary and technically relevant, implements all or part of the activities under his/her responsibility (technical monitoring, training, distribution, etc.). 
  • Contributes to the systematic integration of cross-cutting themes (environment and climate, cross-cutting protection, public health, and market-based approach) and, when relevant, multisectoral integration (internal and/or external). 
  • Contributes to ensuring consistency and synergies between various projects and activities, where relevant. 
  • Uses SI management and monitoring tools, adjusts them and creates new ones with a view to ensuring agile implementation and adequate monitoring, in close collaboration with N+1 and the departments concerned (SERA, administrative, financial, HR, logistics and security).  
  • Participates in the learning cycle for the activities under his/her responsibility. 
  • Contributes to assessing the relevance of activities carried out, the effectiveness of interventions, and their suitability in light of changing contexts and population needs, in close collaboration with N+1. 
  • Contributes to defining and steering new approaches, innovative activities, or research initiatives aimed at improving the quality of SI projects. 
  • Proactively suggests adjustments and developments necessary to maintain the relevance and quality of the activities under their responsibility. 
  • Anticipates and communicates difficulties related to implementation and facilitates the resolution of difficulties related to the activities under his/her responsibility. 

REPORTING, COMMUNICATION, AND REPRESENTATION 

  • Contributes to and submits internal reports on time, in accordance with SI formats and requirements. 
  • Identifies and maintains a local operational communication network with key stakeholders (communities, civil society organizations, etc.), in close collaboration with the N+1. 
  • Escalates, in accordance with the procedure in place, any information on the security context or any event that may have an impact on the safety of teams and SI activities. 
  • delegation from N+1, may act as a focal point (reporting, communication, etc.) in the event of an implementation partnership related to the activities under his/her responsibility. 
  • delegation from N+1, may represent SI at meetings and forums on topics related to the activities under his/her responsibility. 

CAPITALIZATION AND CLOSURE 

  • Contributes to the dissemination of SI technical documentation and the archiving of all key program documents relating to the activities under his/her responsibility. 
  • Contributes to the drafting of capitalization documents in accordance with IT tools and established procedures. 
  • Participates in the closure of activities under his/her responsibility with the assistance of all stakeholders (support departments, partners, target communities, local authorities, etc.). 
  • Drafts and shares their handover report before the end of their employment contract. 

COMBATING ABUSE 

  • Creates and actively collaborates in the establishment of a work environment that prevents inappropriate behavior. 
  • Participates in communicating the existence of SI's ethical framework. 
  • Respects at all times the protection of information exchanged in the context of a report and its processing.  
  • Implements measures to mitigate the risk of abuse. 

FILING & ARCHIVING 

  • Responsible for filing and archiving the documents they produce in accordance with internal procedures. 

FOLLOW-UP ON RECOMMENDATIONS 

  • Responsible for implementing recommendations within their area of responsibility. 

INTERNAL CONTROL 

  • Responsible for ensuring that the documents they produce comply with regulations. 

MANAGEMENT 

  • Responsible for the proper implementation of HR policies and processes to ensure that the right number of people with the right skills are available for the activities under their responsibility: 
  • Analyzes, quantifies, and qualifies the human resource needs of their team 
  • Recruits and trains the team under his/her responsibility 
  • Evaluates the performance of team members 
  • Trains and supports team members 
  • Leads and communicates with their team 

This list is not exhaustive, and other related tasks (within the scope of the position) may be assigned at the request of the line manager.

Studies: Bachelor’s degree in Public Health, Environmental Health, WASH, Social Sciences, or related field. Technical WASH training is an asset. 

Experience: Minimum 1 year experience in hygiene promotion, community engagement, or WASH activities. At least 1 year of team supervision or field coordination. Experience with assessments, training, distributions, and NGO/humanitarian work preferred. 

Languages: English professional working, fluent in Arabic 

Skills:  

  • ​Good knowledge of hygiene promotion approaches and community mobilization. 
  • Ability to conduct surveys, needs assessments, and data collection. 
  • Familiarity with donor rules, humanitarian standards (e.g., Sphere), and cross‑cutting themes. 
  • Good oral and written communication skills in English   
  • Good knowledge of Office pack – Word, Power Point and Excel  
  • Experience with mobile data collection tools (KoBo, ODK) is an advantage. 
  • Strong leadership, communication, and team‑management abilities. 
  • Good planning, organization, and problem‑solving skills. 
  • High integrity, accountability, and respect for ethical and protection standards (PSEA). 
  • Willingness to spend significant time in the field.  
  • Ability to work under pressure and adapt to changing contexts. 
  • ​Genuine commitment to the principles and work of SOLIDARITES INTERNATIONAL.  
  • ​Previous experience with an international or local organization operating in Gaza strip
