About Solidarités International 

 

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.

About the position 

 

Job title: : HR Manager 

Post location: Gaza Strip, office in Deir Al-Balah 

Starting date: 15th April 2026 

Contract duration: 6 months renewable according to funding 

 

Job Summary: 

The Human Resources Manager is responsible for managing the national and expatriate human resources at their base.   

He or she is responsible for ensuring the proper application of Solidarités International's human resources frameworks and policies at his or her base.  

 

He or she is the point of contact at the base for all human resources-related issues and acts as a liaison between the base and headquarters on these same issues.  

 

He or she supports, monitors, and trains the members of his or her team. 

 

Job Description: 

 

ANALYSIS OF THE SOCIO-ECONOMIC CONTEXT 

  • Collects data useful for HR coordination for monitoring the cost of living;  
  • Analyzes the socio-economic context of their area of intervention and alerts the HR Coordinator if necessary. 

 

MANAGEMENT OF THE LEGAL FRAMEWORK AND INTERNAL & EXTERNAL HR COMMUNICATION 

  • Establishes and maintains relationships with local and regional administrative authorities;  
  • Participates in the administrative monitoring of disputes in its area and represents Solidarités International before local authorities;   
  • Ensures effective communication regarding HR procedures and developments to staff in their area;  
  • Organizes and participates in information meetings with employees in their area; 
  • Distributes HR memos in the offices and ensures that the Internal Rules and Regulations are displayed, visible, and accessible to all;  
  • Distributes HR tools and collects various HR information; 
  • Organizes training meetings for the HR team; 
  • Participate in HR forums in your area;  
  • Prepares HR files in case of an audit. 

 

HR STRATEGY & RESOURCING 

  • Updates the monthly organizational chart for the database and communicates it to the coordination team; 
  • Compiles, verifies, and analyzes HR data for the base (reporting tables and online dashboard); 
  • Organizes workshops ahead of annual planning exercises; 
  • Participates and makes proposals during the review of the mission's HR strategy. 

 

WORK ORGANIZATION, HR POLICIES & COMPENSATION 

  • Makes proposals for improving employees' working conditions; 
  • Assesses the risks associated with changes in salary and social policies; 
  • Receives any complaints from employees; 
  • Applies HR policies from Coordination and SI headquarters on an ad hoc basis;  
  • Trains teams on SI framework documents (Code of Ethics and Conduct, Charter, ROI, etc.); 
  • Participates in risk and abuse prevention and provides training on professional alert mechanisms.   

 

CAREER MANAGEMENT: RECRUITMENT, ONBOARDING, TRAINING & EVALUATION 

  • Ensures compliance with recruitment and hiring procedures in their area: validation of HR needs, job profiles, selection process, screening, and contracting;  
  • Oversees employee recruitment in their area; 
  • Organizes and leads induction sessions (including administrative briefings) for new employees in their area;  
  • Ensures that performance reviews are conducted in accordance with defined procedures and monitors the professional development of staff in their area; 
  • Centralizes training requests made by teams and coordinates their submission;  
  • Ensures that national staff events (PPA, training, disciplinary procedures) are recorded and tracked in the HR software;  
  • Participates in the investigation and decision-making process for disciplinary measures in their area and applies the formalities provided for sanctions. 

 

ADMINISTRATIVE MANAGEMENT OF NATIONAL & EXPATRIATE HUMAN RESOURCES 

  • Supervises the HR Assistant on the monthly payroll management and checks it before sending it to the coordination team (including the calculation and payment of contributions to the various organizations); 
  • Verifies the reimbursement of advances, medical expenses, and overtime payments; 
  • Contributes to the implementation of the cost-sharing methodology; 
  • Reports monthly to managers at his/her base on various HR topics (such as the progress of EAPs, paid leave balances, trial period and contract end dates, etc.). 
  • Ensures that HR files are created for employees in their database; 
  • Checks the contracts of new employees and any amendments, ensuring that they are signed and filed in a timely manner; 
  • Monitors contract end dates and prepares documents related to contract terminations (final pay statements, employment certificates, etc.); 
  • Takes part in physical and digital archiving and data security; 
  • Organizes archive management in accordance with the HR archiving procedure in force; 
  • Ensures HR reporting to the coordination team in accordance with Solidarités International's administrative calendar; 
  • Ensures the establishment of legal bodies for staff representation and consultation in their area and participates in the management and resolution of internal conflicts. 

 

MANAGEMENT 

Responsible for the proper implementation of HR policies and processes to ensure that the number of people and the sum of knowledge required for the activities for which he/she is responsible are available: 

  • Analyzes, quantifies, and qualifies the human resource needs of his/her team; 
  • Recruits and ensures the integration of the team for which he/she is responsible. 
  • Evaluates the performance of his/her team members, 
  • Trains and supports team members, 
  • Leads and communicates with their team. 

 

INTERNAL CONTROL 

  • Responsible for the compliance of the documents they produce.  

 

FILING & ARCHIVING  

  • Responsible for filing and archiving the documents they produce in accordance with internal procedures.  

 

PARTNERSHIPS 

  • May contribute, in line with their role and responsibilities, to the verification of SI implementation partners. 
  • May contribute to the implementation of a plan to support and strengthen SI partners. 
  • May participate in the control requirements for partners' actions in line with their role and responsibilities. 

 

FIGHT AGAINST ABUSE  

  • Creates and actively collaborates in the implementation of a work environment that prevents inappropriate behavior.  
  • Participates in communicating the existence of SI's ethical framework.  
  • Respects at all times the protection of information exchanged in the context of a report and its processing.   
  • Implements measures to mitigate the risk of abuse.

Studies: Bachelor or equivalent, in human resources, business administration, management, social sciences or a related field 

Experience: 3 to 5 years' experience in Human Resources, administration, or office management — experience with humanitarian organizations is an asset.  

Languages: Fluent Arabic. Professional working proficiency in English (spoken and written).  

Skills:  

​Excellent knowledge of HR administrative processes  

Excellent knowledge of local labor law and HR compliance requirements. 

Excellent communication skills in English and Arabic. 

Proficiency in MS Office (Excel, Word, PowerPoint); HOMERE or database experience is a plus. 

Strong attention to detail, confidentiality, and ethical handling of sensitive information. 

Ability to work autonomously and under pressure. 

Strong adherence to procedures and rules. 

Excellent communication, confidentiality, and organizational skills. 

High commitment to the humanitarian principles and the mission of Solidarités International. 

​Previous experience with an international or local organization operating in Gaza strip
